Cost-conscious travelers, whether on the road for business or pleasure, know that one place to shave trip-related expenses is at the rental car counter.

Michael Taylor, senior director of travel services for J.D. Power and Associates, a global marketing information and services firm, s ays people are looking closely at their rental car bills and shopping around more.

In many cases, these careful consumers discover rental car agents are eager to play “Let’s Make a Deal.”

But if you want to drive off with a real bargain, you need to know the rules of the renting game. These dozen tips will help you get the best deal.

1. Shop the Internet.

Internet sites sometimes have better deals because they are cheaper for the company to operate, says Jack Gillis, public affairs director for the Consumer Federation of America, a nonprofit advocacy group.

Look at multiple independent travel sites (three popular ones are Travelocity, Expedia and Orbitz) and then review three car rental Web pages, says Gillis, author of “The Car Book.” Because of special arrangements, says Gillis, you’ll often find that one of the travel or car company sites will have a better deal.

2. Ask about discounts.

Frequent-flier programs, credit cards, hotels, national clubs and some companies and government agencies have negotiated discounts. Two popular groups that regularly offer membership breaks for renters are AARP and AAA. To be sure you don’t miss out on anything, Gillis says to always ask what discount plans are available.

3. Time your reservation.

Everything’s a trade off. By reserving early, you lock in your car and your rate. But if you rent your car before you book your airline or hotel, you might miss out on a reciprocal deal. So do a little research and ask a few questions before you book.

That said, several industry experts recommend booking your car as soon as possible. “It’s unlikely you’ll get burned [on rates],” says Justin McNaull, spokesman for AAA. “But if you wait, there is a significant chance you will not get the same choice of cars.”

If you want to book during peak periods, such as long holiday weekends, reserve six weeks ahead or you’ll be blocked out, says Neil Abrams, president of Abrams Consulting Group Inc. a consulting and market research firm specializing the auto rental and fleet industry. At other times of the year, the lead time varies with the company, he says. “I would say a couple of weeks is fine.”

4. Consider how long you need the car.

Although you need the car for only two days, you might get a better price if you rent it for longer. “Don’t be afraid to look at a weekly rate,” says McNaull. “It’s sometimes cheaper than a four- or five-day rental.”

Online renters should play with the date pairs and see if that extra day will net a better rate, he says, adding that sometimes travelers have to hook into a weekend or weekday to get “the deal.”

5. Look beyond the big guys.

Be willing to investigate lesser-known agencies, says Abrams. “There are many secondary brands that deliver a quality car at a competitive rate that are not necessarily household names.”

And if you like the staff or cars at one agency and the prices at another, ask your preferred agent to match a competitor’s price. The worst that can happen is a “no” and you lose nothing.

If you�re forgetful and have a habit of leaving expensive things in the car, then remember to check the personal possessions cover limit.

    Some insurance companies do not pay a claim if they feel the car is stolen as a result of deception. An example would be if you sell a car and allow the buyer to drive away and later find out that the payment was a fake. While most people would consider this a theft, insurances companies hold the view that the car owner was not responsible in their obligation to protect the car. Make note of the theft by deception clause in the small print of the policy, if this is an issue.

    If a car is stolen as a result of keys being left in the car, or windows not being locked or any security device that has been declared to the insurer not being turned on, the insurance company will most probably refuse the claim. Insurance companies feel that the car owner has an obligation to protect the vehicle and if they are negligent, then there is no claim.

    The small print in an insurance policy has to be read with care or you may be caught unawares!

    Six months after Illinois’ largest car insurer boosted rates by 6 percent, the state’s second largest is following suit.

    Allstate filed in January to boost rates for more than 70 percent of its auto policyholders in Illinois by 5.9 percent, according to a filing recently posted by the Illinois Department of Insurance.

    The hefty increase is a bit of a surprise, as top executives told analysts a month ago that they planned to ease up on auto rate hikes nationally after two years of steep increases. Double-digit price hikes over the past two years have led to historically high levels of customer attrition for a company that has prided itself on retention even as it tends to be higher-priced than many competitors.

    “To the extent we’re able to keep more moderate rate increases, at this point on, we believe customer disruption will be mitigated and we’ll be able to hold onto more customers,” Allstate President Matt Winter said Feb. 2 on a conference call.

    Evidently, Illinois won’t be part of that trend to moderate rate-taking if it occurs.

    The 5.9 percent increase follows a 6.9 percent hike last year and a pair of increases in 2015 that totaled 8.6 percent.

    Late last year, Bloomington-based State Farm Insurance, by far the state’s largest car insurer, hiked auto rates in Illinois by 5.8 percent, its heftiest single increase in the state in 14 years.

    Allstate Fire Casualty, Northbrook-based Allstate’s primary car insurance subsidiary in Illinois, has seen the number of policyholders in Illinois drop steadily over the past two years. What were 320,268 policyholders as of November 2015 are now 316,558 as of Jan. 19, according to state filings.

    Meanwhile, State Farm’s auto insurance customers have grown slightly from 2.67 million as of October 2015 to 2.71 million as of September 2016, according to state filings.

    Just about the same time Allstate was filing for its latest substantial auto rate hike, it issued a press release outlining plans to recruit 500 new sales people in the state. About 75 of those would be new agents, with most of the rest support staff for the new agencies.

    Executives said in February they intend to begin recruiting for new agents throughout the country after a short lull because the opportunity didn’t seem attractive while rates were climbing so fast.

    Two Allstate spokeswomen didn’t respond to requests for comment.

    Auto rates are rising more than normal right now as insurers cope with rising claims costs due to higher numbers of accidents and elevated repair and medical costs. Many of the insurers are attributing the problems to distracted driving, as well as just a greater number of cars on the road as more people find work.

    How Car Insurance Companies Investigate Accident Claims

    After you file a claim with your car insurance company, the claim goes through a process that leads to a settlement. The exact way that your car insurance company investigates accident claims can vary depending on the following:

    • The nature and severity of the accident.
    • Your company’s own policies.
    • Whether the accident involved property damage, injuries, or both.

    However, certain steps are common to most claims investigations. We’ll review these steps here.

    Immediately After the Claim Is Filed

    After you file your claim, a claims adjustor will be assigned to your case. The adjustor will review your policy to make sure that you are covered. He or she may contact you to ask for more details about the accident.

    During the investigation, the adjustor may:

    • Request you send a copy of the police report for review.
    • Contact the other driver.
    • Talk to any listed witnesses to the accident.
    • Visit the accident scene.
    • Inspect your car for damages.
    • Take photos of your car.
    • Ask you to sign a medical release form in order to view your records.
    • Contact your medical providers for information regarding your injury expenses.

    Medical Care and Vehicle Repair

    Your insurance company will cover your injuries and repairs until fault is determined and then will negotiate with the other driver’s insurance company to decide who pays in the end.

    The process of initial payment is “indemnification,” which means coverage for damages and losses.

    If the other driver is found to be at fault, your insurance company will seek payment from his insurance company through the process of “subrogation.”

    Repairs

    Typically, you have several options when it comes to getting repairs for your vehicle:

    • Using an approved body shop. Your adjuster may request that you take your car to one of your car insurance company’s approved body shops for an estimate.
    • Getting quotes. The adjuster may ask you to go to several shops of your choice and obtain quotes to compare.
    • Choosing your own repair shop. You can get the repairs done at any location you choose; however, you may have to pay the difference between that shop’s estimate and the amount the insurer determines is a fair price.

    Medical Bills

    If your claim includes medical expenses from injuries from the accident, your claims adjuster will need to see evidence of your medical bills.

    He or she may request that you sign a waiver to grant permission for your car insurance company to access your medical records. Before signing this document, you may wish to speak to a personal injury attorney about whether signing it is in your best interest. Once she has access to your records, information in your medical history may be used to lower your claim.

    Review of Your Side of the Story

    You will need to provide as much information as you can to get the best possible settlement. The adjuster will ask for your recollection of the events.

    In addition, you may need to submit the following to your car insurance company.

    • Policy number (can be found on your insurance card).
    • Date of the accident.
    • Location of the accident.
    • Description of how the accident occurred.
    • Name and insurance information for the other party involved.
    • Name of the police department involved and the police report number (if applicable).

    Review of Official Records

    During the investigation phase, the adjuster reviews the case. Your rep may review the following information:

    • Amount of property damage.
    • Police reports.
    • DMV accident report.

    Determination of Fault

    One of the roles of your insurance adjuster is to determine fault. In most states, a driver does not need to be 0% or 100% at fault.

    Your adjuster may decide that you are partially at fault (e.g. 70% responsible for the accident). If you are 70% responsible and the other driver is 30% responsible, your company may pay 70% of the settlement and the other driver’s car insurance company may pay the remaining 30%.

    In some cases, the settlement is entirely paid by the car insurance company of the driver who has the majority of fault. Speak to your auto insurance agent to learn more.

    Review of Claims

    While reviewing claims, the claims adjuster may look at evidence such as:

    • Medical records.
    • Bills.
    • Evidence of property damage.
    • Proof of wage loss

    The Role of Social Media

    The adjuster will investigate the claimant (you). In addition to reviewing your claims history, car insurance companies are also likely to look you up online.

    They may go to Facebook, Twitter, or other social media sites to make sure that you are not lying. For example, if you are claiming car damage for an accident Tuesday morning, and you post a picture of you with your car intact on Wednesday, your company will recognize the fraud.

    Your car insurance company has a special investigations unit (SIU) to investigate suspected fraud. You can protect yourself on social media by:

    • Setting your privacy settings so that only approved people can look at your photos.
    • Avoiding posting photos or anything about your accident online.

    Apprehensive about shopping for a new car. Afraid you’ll say the wrong thing to a car dealer that will give him or her the upper hand in the price negotiating? Shopping for a new or used car doesn’t have to be that kind of nerve-jangling roll of the dice that it historically has been.

    For starters, the advent of the Internet allows car shoppers to go into the process armed with more information today than ever. Sites like Autoblog.com make it easy to get basic information that includes MSRP, features, options and reviews on any car you might consider before you visit a dealership. rather than having to trust the dealer to educate you.

    With more information than ever before consumers now have more leverage. It’s a common consumer tactic to play two car dealers off each other to see which one can give you the best deal. But it still helps to know what to say and what not to say as you and the sales team negotiate; you could still say the wrong thing, giving the dealer a leg up on the negotiations.

    We spoke to both an AAA car-buying expert and an auto dealer to find out what NOT to say once you’re in a dealership showroom. And, of course, what you should say!

    “Under no circumstances should you start talking about monthly payments,” says John Nielson, Director of Auto Repair and Buying for AAA. “You should just focus on negotiating the purchase price. Once you start talking about monthly payments, everything gets confusing, because suddenly you don’t know if that’s the payment for 24 months, or 36 months, or how much of that would include interest charges if you’re financing the purchase through the dealer.”

    Nielson’s advice on this matter is supported by a sales representative at a Virginia car dealership. who agreed to speak to us on the condition of anonymity. “After all, I don’t want to shoot myself in the foot,” he says. So we’ll call him Bill.

    “Dealers will absolutely try to get you to negotiate monthly payments instead of purchase price, because we make more money if we do it that way,” says Bill. “We’ll say something like, ‘I can get you into this car for $300 a month,’ but we won’t say how many months that’s for. If we can get you to commit to a longer payment structure and we’re doing the financing, we’re making more money off you in interest payments.”

    Fundamentally, says Bill, “dealerships like to move money around. So it probably also is not in the buyer’s best interest to mention right up front that he or she has a car they want to trade in. Because once we know that, we know you’re looking to get as much money as you can out of the trade-in .”

    Bill explains how getting more currency for your trade in can be a smokescreen that won’t save you money in the end. “We’ll assess the value of the car, and if it’s worth, say, $15,000, we’ll tell you we’ll give you that amount,” he says. “But once we do that, we’ll be pretty hard to budge on the sale price of the car. So in that instance, you’ll probably end up paying full MSRP for your new car .”

    Bill informs us, “These days, with CarMax being so prevalent, consumers might want to consider not trading their car in at all, and just selling it via CarMax. You will almost always get a better price for it if you sell it than what a dealer will give you in trade-in value.”

    Nielson of AAA has similar advice on this front, although he comes at it from a slightly different perspective. “It’s OK to mention that you might want to trade your car in, because you don’t want to get caught telling them something that isn’t true. But just tell the sales rep, ‘We’ll talk about that later, let’s just focus on the price of the new car for now’,” says Nielson.

    “Anytime you add the trade-in value for your existing car into the negotiation of the price for the new car, the numbers start moving back and forth, and you could end up being confused about how much you’re really paying for the new car,” warns Nielson. “The number one way consumers can go wrong in this scenario is to lose sight of the purchase price of the vehicle, which is the number you are in best position to negotiate.”

    Nielson laughs, “You probably also shouldn’t tell them that you recently had a car repossessed, or that you have bad credit. That kind of information probably won’t work in your favor.”

    And while it may be unwise to tell a dealer you’re desperate for a car — information that can bring out the shark in any sales rep — there’s nothing wrong with telling the car dealer that you’re definitely looking to a buy a car in the next few days. “Face it, dealers are trying to make a living,” says Nielson. “So if they think you’re just out kicking tires and are six months away from making a purchase, they might think you’re wasting their time, so you won’t get as much attention from them.”

    But back to the financing question: Bill reveals, “One tactic dealers sometimes take is getting the buyer lost in the numbers, by asking them, ‘Where do you want to be? What’s your budget?’ And then once we know that, we start talking about financing through us, which is a way we make a lot of money on the back end of the deal.

    That’s why Nielson advises prospective car buyers, “Do your homework, find out what incentives are out there, and use a payment calculator you can find online so you’re educated on how much car you can get into for the price you want to pay.”

    Also, it’s best to get preapproved for a car loan (there’s but one article posted to this link!!) before you even walk into the Thunderdome — er, the dealer showroom. Bill says, “That way, if we know up front you’re pre-approved to get your financing elsewhere, we’re not going to try and hit you with a high interest rate. That’s what a lot of dealers will try to do without even knowing what your credit rating is.”

    One issue to factor in is whether or not you intend to pay cash. (If only all of us should be so lucky to have that kind of coin lying around.) If you do intend to pay cash, Bill tells us that’s something you may not want to say right up front.

    “When dealers are negotiating the purchase price, they anticipate making money on the back end, via financing,” Bill explains. “So if you tell them up front you’re paying cash, the dealer knows he has no opportunity to make money off you from financing. So, he might not be as moveable on purchase price if he already knows he isn’t going to make any money off you from financing.”

    This likely holds true if you’ve been preapproved for financing. It’s best not to reveal your hand on the outset that you don’t plan to use dealer financing before you negotiate the vehicle price.

    It’s not necessarily bad form for the buyer to tell the car dealer up front that he’s strongly considering financing the car through the dealer — and then, later, saying, “I changed my mind,” after negotiating the purchase price.

    “The buyer CAN get a better deal if he does that,” concedes Bill, “because all along, in that scenario, the dealer is maybe knocking something off of the top of the purchase price thinking he’s going to get some interest out of you on the financing.”

    Finally, confirms Bill, “It’s OK to say you’ve been to other dealers, because cross-shopping between two dealers is always a good idea. From the dealer standpoint, customer service is what separates one dealership from another dealer who sells the same brand. Some customers are willing to pay more money if they were treated right during the purchase process, because that’s a pretty good indicator that you’ll also be treated right later on, when you come back to have your car serviced or repaired .”

    The Pros and Cons of Full Coverage Car Insurance

    First, a quick explainer: full coverage auto insurance isn t technically a type of insurance. Generally, it means car insurance that offers enough coverage to protect you and your vehicle in almost every scenario, whether a fender-bender or a major wreck.

    Full coverage car insurance includes not only liability coverage — which covers property damage and bodily injury to others in accidents you cause — but also collision and comprehensive. It may also include coverage for medical payments, personal injury protection, uninsured or underinsured motorists and other things, like rental car reimbursement or roadside assistance. Having this full coverage provides peace of mind and financial protection. However, all these premiums do add up, and you may end up paying hundreds for coverage you never use.

    The Pros and Cons of State Minimum Car Insurance

    State minimum car insurance means a policy that meets the state coverage requirements for you to drive legally. It typically includes liability and property damage coverage, and may also include personal injury protection or uninsured motorist coverage. The most obvious benefit of going for the minimum insurance required by your state? It s the cheapest option. Some insurers, such as SafeAuto, even specialize in offering state minimum insurance for drivers on a tight budget.

    Buying the state minimum insurance is also a lot better than the alternative: driving uninsured. Every state except for New Hampshire requires drivers to carry liability insurance. and there are stiff penalties if you re caught driving without it. You don t have to be pulled over to have your insurance status checked. Several states use electronic insurance verification, in which insurance records are checked against motor vehicle registrations.

    However, insurance experts warn that having the state minimum car insurance won t protect you sufficiently in case of an accident. In 2012, the average insurance claim amounts were :

    • $3,073 for property damage
    • $2,950 for collision
    • $1,585 for comprehensive
    • $14,653 for bodily injury

    Keep in mind that these numbers each represent the amount filed for a single claim. In one accident, multiple claims may be filed for damage to the vehicles and injuries to each passenger. If you cause a serious — or even a minor — accident, you may find yourself responsible for paying several thousands of dollars for the other driver s vehicle damage and injuries. Don t think you can simply turn out your pockets and say, I can t pay. The other party can sue you for damages and force you to sell your assets to pay the debt.

    Also, state minimum car insurance does not include collision coverage, which pays for damage to your car in an accident, or comprehensive coverage, which protects your car from theft, flooding and other damage not caused by an accident. Without these coverages, you ll have to pay to fix or replace your car yourself.

    Should You Buy Minimum or Full Coverage Car Insurance?

    You want to make sure you re protected, but you don t have money to waste on extra insurance. How do you know if the state minimum coverage will be enough?

    First, check your state s minimum liability requirements. These vary quite a lot between states and also may change over time. The requirements appear in a format like this: 25/50/25, which means bodily injury coverage up to $25,000 per person in an accident and $50,000 for all people injured, plus $25,000 for property damage.

    As of 2015, Florida has the lowest standard insurance requirements: 10/20/10. Low-income drivers in a special California plan can have a 10/20/3 policy. New Jersey s basic plan for young or low-asset drivers goes even lower: 10/10/5. That s not going to go very far if you get into an accident.

    Alaska and Maine have the highest minimum insurance requirements: 50/100/25. Maine also requires you to carry at least $2,000 in medical payment coverage. For many drivers in these states, this level of insurance might be enough.

    Once you ve checked your state insurance requirements, figure out how much you re worth. Add up the value of your home (if you own it), your bank accounts and any other assets. If you don t own much besides your car and your futon, the state minimum insurance may be enough for you, because you don t have significant assets to protect.

    In the end, the best way to decide is to do a car insurance comparison. Compare lets you get free quotes from multiple insurers for different coverage levels, so you can see how much more you ll pay for full coverage car insurance.

    You might be surprised to find that you can increase your coverage without paying much more. For instance, the Virginia state minimum requirements are 25/50/25. For a single driver with a 10-year-old car and a good driving record, one insurance quote bumped that coverage up to 100/300/100 for just $60 more per year.

    Keep in mind that you can raise your coverage limits and then alter other aspects of your insurance policy to save money. If you drive a beater car that would only cost a few grand to replace, you may be able to safely drop collision coverage. Or consider increasing your deductible from $500 to $1,000.

    Do I have to be home when you pick up or tow my donated vehicle?

    • If the vehicle would sell for less than $500, you can claim the fair market value of your vehicle up to $500.
    • If the vehicle would sell for more than $500, you can claim the amount for which the vehicle could be sold.

    Cost of Auto Crashes & Statistics

    The highest price we pay for car crashes is in the loss of human lives, however society also bears the brunt of the many costs associated with motor vehicle accidents. According to the National Highway Traffic Safety Administration (NHTSA ), U.S. motor vehicle crashes in 2010 cost almost $1 trillion in loss of productivity and loss of life. The study was released in May 2014. The auto industry’s steady improvements in vehicle safety over the last several decades despite a litany of safety recalls had driven down the number of roadway deaths to an all-time low of 32,675 in 2014.

    NHTSA reports the number of people killed on the road in the U.S. soared 7.2% to 35,092 in 2015, marking the deadliest year on the road since 2008. Though the increase was widely expected after NHTSA last month revealed a preliminary estimate of a 7.7% increase, the official figure solidifies 2015’s dubious distinction as the first year-over-year increase since 2012. In addition, roadway deaths of pedestrians and cyclists hit a two-decade high in 2015.

    New findings from the Insurance Research Council’s (IRC) Auto Injury Insurance Claims Study shows that medical expenses reported by auto injury claimants continue to increase faster than the rate of inflation, in spite of the fact that the severity of the injuries themselves remain on a downward trend. From 2007 to 2012, average claimed economic losses (which include expenses for medical care, lost wages and other out-of-pocket expenditures) grew 8 percent annualized among personal injury protection (PIP) claimants. Among bodily injury (BI) claimants, average claimed losses grew 4 percent. Over the same period, measures such as the percentage of claimants who had no visible injuries at the accident scene or who had fewer than 10 days in which they were unable to perform their usual daily activities provided evidence of a continuing decline in the severity of injuries.

    • In 2013, the average auto liability claim for property damage was $3,231; the average auto liability claim for bodily injury was $15,443 (ISO. a Verisk Analytics company).
    • In 2013, the average collision claim was $3,144; the average comprehensive claim was $1,621 (ISO. a Verisk Analytics company).

    Private insurers pay approximately 50% of all motor vehicle crash costs. Individual crash victims pay about 26%, while third parties such as uninvolved motorists delayed in traffic, charities and health care providers pay about 14%. Federal revenues account for 6%, while state and local municipalities pick up about 3%. Overall, those not directly involved in crashes pay for nearly three-quarters of all crash costs, primarily through insurance premiums, taxes and travel delay (National Highway Traffic Safety Administration ).

    Crash Type & Driver Behavior

    In 2013 there were 5,687,000 police-reported motor vehicle traffic crashes, 32,719 people died in motor vehicle crashes, down 3.1 percent from 33,782 in 2012. Of total crashes in 2013, 1,591,000 caused injuries and 4,066,000 caused property damage only.

    The National Highway Traffic Safety Administration estimates about 10 million or more crashes go unreported each year.

    Alcohol-Related Crashes: In 2013, 10,076 people were killed in alcohol-impaired driving crashes (any fatal crash involving a driver with a blood-alcohol content (BAC) of 0.08 percent or higher), down 2.5 percent from 10,336 in 2012. Of the persons who were killed in traffic crashes in 2013, 31 percent died in alcohol-impaired driving crashes. In 2010, drunk driving alone accounted for 18% of the total economic loss from motor vehicle crashes, costing the economy as much as $199 billion in direct and quality-of-life losses (NHTSA ).

    Speeding: According to the National Highway Traffic Safety Administration (NHTSA) in 2013, 9,613 lives were lost due to speed-related accidents, down 6.9 percent from 10,329 in 2012. NHTSA says that speed-related crashes cost Americans $40.4 billion each year (NHTSA ).

    • Speeding was a contributing factor in 29 percent of all fatal crashes in 2013.
    • In 2013 about 35 percent of both 15 to 20-year-old and 21 to 24-year old male drivers who were involved in fatal crashes were speeding at the time of the crash.
    • Red Light Running: The IIHS says that more than 900 people a year die and nearly 2,000 are injured as a result of vehicles running red lights. About half of those deaths are pedestrians and occupants of other vehicles who are hit by red light runners.

    • Fatigue: A study by the AAA Traffic Safety Foundation found that 37 percent of drivers report having fallen asleep behind the wheel at some point in their lives. An estimated 21 percent of fatal crashes, 13 percent of crashes resulting in severe injury and 6 percent of all crashes, involve a drowsy driver, according to a 2014 study by the AAA. Results of a November 2013 AAA survey showed that 28.3 percent of licensed drivers age 16 or older said that in the past 30 days they had driven when they were so tired that they had a hard time keeping their eyes open.
    • Distracted Driving: The National Highway Traffic Safety Administration (NHTSA) gauges distracted driving by collecting data on “distraction-affected crashes,” which focuses on distractions that are most likely to affect crash involvement such as dialing a cellphone or texting and being distracted by another person or an outside event. In 2013, 3,154 people were killed in distraction-affected crashes, and 424,000 people were injured. There were 2,910 distraction-affected fatal crashes, accounting for 10 percent of all fatal crashes in the nation, 18 percent of injury crashes and 16 percent of all motor vehicle crashes in 2013 (NHTSA ).
    • Cell Phone Use: In April 2014, NHTSA released the results of the latest National Occupant Protection Use Survey (NOPUS), which found that in 2012, 1.5 percent of drivers were text-messaging or visibly manipulating hand-held devices, up from 1.3 percent in 2011. NHTSA says that the 2012 increase was not statistically significant. Driver use of hand-held cellphones was 5 percent in 2012 for the fourth year running. Hand-held cellphone use was highest among 16- to 24-year olds (6 percent in 2012) and lowest among drivers 70 and older (1 percent in 2012).

      • A State Farm study released in late 2012 found that among drivers age 18 to 29, almost half (48 percent) accessed the Internet on a cell phone while driving. One-third of those drivers (36 percent) read social media networks while driving. Almost half of those drivers (43 percent) checked their email while driving. Other age groups engaged in these activities less frequently.
    • In 2013, 32,719 people died in motor vehicle crashes, down 3.1 percent from 33,782 in 2012, according to the National Highway Traffic Safety Administration.

    A Brief history of BMW

    What your teen is looking for in a car and what you want them driving are often two different things.

    Boring is the way to go, according to Penny Gusner, consumer analyst with Insure.com. “Parents need to look for a boring, used car with lots of safety features. You want a car that the teen isn’t going to drive beyond their skills. Sedans are popular choices for novice drivers.”

    After safety, most parents are looking for affordability. Our list includes a wide variety of price points, ranging from $9,600 up to the full $15,000 limit. The recommended vehicles range from a smaller car, like the Honda Civic, all the way up to the Hyundai Tuscan SUV.

    McCartt likes the bigger cars for teen drivers. “When thinking about safety, parents may focus on features like the number of airbags, but a key part of crash protection is a vehicle’s size and weight. Bigger, heavier vehicles are more protective in crashes than smaller, lighter ones,” explains McCartt.

    Sports cars are an obvious no-no. Teen drivers don’t need the horsepower. “When buying a used vehicle for a teen, there are a few things you shouldn’t compromise on,” says McCartt. “Avoid high-horsepower vehicles that can encourage risky driving.”

    Now it’s time to look at one of the biggest cost factors, insuring your teen.

    Teen drivers: Car insurance rates for four scenarios

    While you certainly love your teen, there is a good chance your insurer will not. Car insurance for young drivers, whether you add them to your policy or they get their own, is always expensive. Teens bring stacks of risk to the table and insurance companies will charge you for that risk.

    According to the IIHS, a total of 2,823 teens died in car crashes in 2012. While this is a 68 percent drop from 1975 (thank airbags, ESC, and other safety features) it is still too many fatal accidents. Males are especially dangerous, accounting for two out of every three teen drivers killed.

    These depressing stats are a major reason for your impending premium increase. “Parents will normally see their car insurance bill double when adding a teen,” says Gusner. “A premium increase of anywhere from 100 to 200 percent is common.”

    Let’s look at the numbers and see just what a teen will do to your rates.

    Meet the Smith family. Abby (the mom) is 40, has a spotless driving record and is the primary driver of a 2015 Toyota RAV 4 LE. Jack (the Dad) is a bit older at 45, also has a spotless driving record and cruises around town in a 2010 Honda Accord LX.

    The best full coverage quote we could find for Jack and Abby was $1,788 a year, while the most expensive premium clocked in at $3,216. The difference is a whopping $1,428, which clearly illustrates the fact that insurers rate risk differently, and shopping your coverage on a regular basis is extremely important.

    Keep in mind that while this list highlights the rate differences between cars, it does not necessarily reflect what your household will pay for car insurance. Your rates could be lower or higher. The biggest factors that affect your premium are your ZIP code and your teen’s driving record.

    Watch what happens when we add Abby and Jack’s 18-year old son Steve to the policy.

    Assign the teen to your policy: The best rate we could find was $3,756, more than double their previous rate. The worst rate we came across was a budget-busting $6,444, a shocking 350 percent increase from the lowest quote without Steve.

    Buy the teen a late-model used car: If Jack and Abby feel that Steve needs his own car and put him in a late model-vehicle, such as a financed 2012 Toyota Corolla, the lowest yearly premium jumps to $4,800, while the highest rate was almost $8,000 a year.

    Buy the teen a beater car: Now let s stick Steve in a beater. Adding a 2008 Ford Taurus (liability coverage only) to the family policy drops the rate a bit, but not as much as you would hope. The cheapest quote was $4,400.

    Giving the teen his own beater car and policy: Kicking Steve off the family policy, keeping him in that 2008 Ford Taurus with only liability insurance drops his premium to $2,544. But when the original $1,788 (Jack and Abby’s insurance) is added in, the annual cost to insure the family is back up to $4,332, so not a big money saver.

    All of these numbers make one thing very clear, teens are expensive to insure, and frequently shopping your coverage can save you a ton of money.

    Safety and car insurance tips for teen drivers

    You can’t escape the price hike that adding a teen to your policy brings, but it is possible to minimize the damage. Here are a few tips from industry experts:

    Be a role model. “A well-trained driver is the most important safety feature in any car,” says Doug Herbert, founder of Put On The B.R.A.K.E.S. “Practice frequently with your teen driver and be a good role model behind the wheel.”

    Teen-driver course discounts. “Ask your insurer if there are discounts for a driver’s education course or if they have a teen program,” says Gusner. “Farmers’ program is called YES and State Farm has Steer Clear,” continues Gusner.

    Buy umbrella coverage. “Consider an umbrella liability policy,” says Loretta Worters, with the Insurance Information Institute (III). “In our litigious society, you may want to have an extra layer of liability protection. For about $150 to $300 per year, you can buy a $1 million personal umbrella liability policy,” explains Worters.

    Good student discount . Tell Junior to keep his grades up. “Your child can garner a discount if they maintain at least a B average. The discount usually runs from 5 to 15 percent,” says Gusner.

    Raise deductibles . Jacking up your deductible can also be a money saver. “Going from a $250 to $500 or $1,000 deductible can shave 10 to 20 percent off of your premium,” says Worters.

    Policy adjustments for college. Finally, when your teen goes to college, your rates may finally start dropping. “When your teen heads off to college, you may be eligible for lower premiums, provided the car stays behind. Many insurers will reduce rates for students attending a school at least 100 miles away from home who do not have a car on campus,” says Worters.

    Insurance rates are for an 18-year-old male in ZIP code 80104 (Castle Rock, Colorado) commuting 20 miles each way to school, with no accidents or violations. Coverage includes $100,000 bodily injury liability (up to $300,000 per accident) and $50,000 in property damage liability, $10,000 in personal injury protection and comprehensive and collision coverage with $500 deductibles.

    Why the Latest News on Marijuana and Car Crashes Has Some Experts Skeptical

    Bad car crashes

    States that legalized marijuana sales have higher rates of car crashes than neighboring states that don t allow pot sales. At least, that s what researchers from the Highway Loss Data Institute, an insurance group, concluded, after scouring 2.5 million insurance claims that drivers filed over the last three years.

    The group found that Colorado, Oregon and Washington all saw increases in damage reports compared to other states. That was true even after its researchers tried to take into account weather, types of vehicles, population density and other variables that might otherwise explain the increases.

    Every measurement that we took indicated that crash risk had increased, says Matt Moore, a senior vice president at the institute, which is affiliated with the Insurance Institute for Highway Safety.

    RELATED

    The exact size of that increase is not as clear. In Colorado, for example, the institute determined that claims were 13.9 percent higher than the combined rates of neighboring states of Nebraska, Utah and Wyoming. But there were sharp differences among those states. Colorado s claims rate was 21 percent higher than Utah s, but only 3 percent higher than Wyoming s.

    Researchers used state-to-state comparisons, rather than before-and-after analyses, so that the results aren’t skewed by factors that are unrelated to marijuana legalization. Year-to-year changes in the economy and weather patterns, for example, can affect the numbers of crashes. By comparing different states in the same time period, the researchers can focus on the differences among states.

    Still, Moore says the overall trend is evident. We can be confident that after each of these states legalized recreational use, crash risk increased, he says. If those who are making laws are concerned about highway safety, they need to be concerned about the increased risk associated with recreational use of marijuana.

    But that doesn t mean it s an open-and-shut case. Other experts, looking at other data, have seen no significant effect in the number of crashes since the first three states legalized marijuana sales. Some research even suggests that crashes have declined.

    The Colorado State Patrol, for example, actually saw a slight decrease in the number of crashes involving impaired drivers it responded to between 2015 and 2016, from 1,582 crashes to 1,508. That category covers drivers under the influence of any substance, including alcohol, marijuana and other drugs.

    Meanwhile, a team of researchers from Texas published a peer-reviewed study in the American Journal of Public Health last week that showed only a small difference in Colorado or Washington s crash rates, and they said it wasn t significant. The effect of 0.2 fatalities per billion vehicle miles traveled, would equate to approximately 77 excess crash fatalities (of 2,890 total) over nearly 38 million person-years of exposure in the three years since legalization. We do not view that as a clinically significant effect, but others might disagree, they explained.

    The health researchers work had several key differences with the study by the insurance group. They examined data from the federal government, which only includes information on fatal crashes and is collected by police officers rather than insurance agents. The health researchers also compared Colorado and Washington to a different group of control states than the insurance researchers had.

    All of that makes Mason Tvert, the communications director for the Marijuana Policy Project, skeptical of the insurance industry study. The insurance study, Tvert notes, doesn t look at the causes for the increase in collisions they found. It only highlights the correlation between legal pot sales and increased insurance claims.

    They re a well-respected organization, and it s great they re taking a look at this, Tvert says. But you need to take a holistic look at this issue. You can t look at just one study. There are as many studies showing no reason to be concerned as there are studies that might make you concerned.

    The Marijuana Policy Project supports legalization of marijuana, but it also supports policies to crack down on people who drive while impaired by the drug. Even though it is legal to buy marijuana in Colorado, Oregon and Washington, it is still illegal to drive under the influence of the drug in those places.

    Motorists are being warned about a new insurance scam where criminals flash their lights to let other drivers out of a junction, then crash into them on purpose.

    Anti-fraud experts are calling it “flash-for-cash”.

    The gangs tend to target new, smarter vehicles or vulnerable road users, including older people and women with children in the car.

    The scam is costing insurers hundreds of millions of pounds every year.

    It is a new tactic for an already well established crime, called “crash for cash”, where criminals slam on the brakes for no reason so that the victim drives into the back of their car.

    Police investigators said the criminals will often remove the bulbs in their brake lights so other road users don’t know they’re stopping.

    However, “flash-for-cash” is more crafty, because it is harder to prove in court, often coming down to the innocent driver’s word against the criminal’s that they flashed their lights to let them out.

    Fake claims

    Each “accident” can net the gangs tens of thousands of pounds in a variety of ways.

    Firstly, they put in false personal injury claims for whiplash, sometimes including claims for people who were not even in the car. Added to that, they might charge the insurance company for loss of earnings, then they put in fake bills for vehicle storage, recovery, repairs, and replacement car hire.

    Detective Inspector Dave Hindmarsh from the Metropolitan Police is an expert at catching them out. He says this kind of crime costs the industry a fortune and, as ever, it’s the honest, insurance-paying motorist who is footing the bill,

    “The problem is a growing problem. Financially it costs insurers £392m a year – that impacts on motorists as it’s an extra £50 to £100 on every person’s premium so that’s a financial cost.

    “[There are] emotional costs [as] if you’re involved in a crash you could well lose your confidence, and if your passengers are children they may well become wary of being passengers in cars, and of course you may get injured or killed.”

    This latest “flash-for-cash” warning has come from Asset Protection Unit (APU), a company which helps the police and the insurance industry investigate fraud. Neil Thomas at APU says the criminals pick on people who are not going to put up a fight,

    “Perhaps single females in the car with children in the back, perhaps doing the school run. Where they know there’s going to be no resistance, no real argument at the scene. The children are going to be upset”.

    Good intentions

    Generally speaking, drivers are not meant to flash their lights to let people out onto busy roads. It is meant to be used as a warning.

    The Highway Code says: “Flashing headlights. Only flash your headlights to let other road users know that you are there. Do not flash your headlights to convey any other message or intimidate other road users. Never assume that flashing headlights is a signal inviting you to proceed. Use your own judgement and proceed carefully.”

    However, the reality is that most people do use it as a friendly gesture, and law-abiding motorists feel it’s a shame that something that is meant to be so positive, a rare show of good manners on the road, is now being abused by criminals.

    The police and fraud experts believe that by raising awareness, and making people more wary, there is a good chance many drivers won’t take the bait when the criminals lay a trap.

    Cosco Shipping has announced more details of its recent offer to take over Hong Kong’s OOIL , the parent of OOCL, in a response to the Shanghai Stock Exchange (SSE)’s inquiry.

    SSE sent an inquiry letter to Cosco last week requesting further information on the takeover.

    Cosco said the deal still needs to be reviewed by a number of overseas anti-monopoly authorities and currently the company is collecting information according to the requirements of these authorities to ensure that the deal is approved around the world.

    In order to create maximum operating efficiency and synergies after the takeover of OOIL, Cosco plans to optimise operations in various areas including shipping network, fleet structure, container management, supplier network and information systems.

    Through the fleet and shipping network optimisation, Cosco expects to lower the fleet operation costs by returning extra chartered capacity and phasing out uncompetitive capacity.

    In response to SSE’s concern over OOIL’s listing status on the Hong Kong Stock Exchange (HKSE), Cosco said it will maintain OOIL’s listing on the stock exchange and will take necessary measures to ensure the public shareholding ratio of OOIL meets the requirement of HKSE after the completion of the deal.

    Cosco resumed stock trading on SSE today after it called a trading halt on May 17 with its share price leaping in double digit territory.
