Which are the Best Schools in Auckland?

Auckland Grammar failed the cut, but Mt Roskill Grammar outshone wealthier rivals in Metro magazine’s investigation to find the top 25 high schools in Auckland.

Metro editor Lauren Quaintance says, “I expect this list to bring out strong feelings. But we felt that parents should not make such an important decision without being able to weigh up some very pertinent and new data.”

Senior writer Gilbert Wong consulted education experts to devise a novel ratings system that let Metro help provide the answer to one of the most important questions in your son or daughter’s education: which high school is best?

“If you want to know how your local school does compared to the one down the road, you won’t get an answer from the Ministry of Education,” says Wong. He gained access to a variety of databases including university entrance rates, teacher turnover and student suspensions and stand-downs that enabled Metro to rate the job schools are doing.

The Metro ratings system compares private with public, NCEA with Cambridge and comes up with a list of the 25 top performing schools across the region.

Those that made the cut include a mix of private and public, high and low decile schools. Under Metro’s criteria some so-called beacon schools like Auckland Grammar and Kings College did not perform as well as comparable schools.

Mt Roskill Grammar, a decile 5 school was discovered to be producing better results than a clutch of decile 10 high schools.

The Best Schools issue of Metro with in-depth information on the 25 top schools in the region is on sale on Monday (July 31).

Understanding Child Support in Texas

The Non-Custodial Parent Pays Child Support

In Texas, it s the physical custody meaning, the amount of time a parent spends with a child that determines who will make child support payments. Although a court could order either or both parents to support a child, in most cases the non-custodial parent. the parent with the least amount of time with the child (or children), pays child support.

The amount of the payments is based on a percentage of the non-custodial parent s income. You can estimate how much your child support payments will be by using the state s child support guidelines, which are simply a fee schedule. While parents are free to pay more than the guideline amount, they can t agree between themselves to pay less. In any event, a court must approve the payments. Also, there are circumstances where the result given by the guidelines would be unfair to a parent or the child. In those cases, a court will review a set of factors and may adjust the amount of support either up or down.

Just because one parent tends to pay child support, that doesn t mean that the other parent is off the hook for the costs of raising a child. Instead, the law assumes that the custodial parent spends the money directly on the child. In other words, the custodial parent automatically pays child support through the daily cost of raising the child.

How to Use the Guidelines

Calculating the amount of child support from the guidelines is a straightforward process, once you know the non-custodial parent s net monthly income. To determine net monthly income, you first take all available income and then make specific deductions, explained below.

For child support purposes, income includes all wages, salary, commissions, tips, overtime, and bonuses. Even if unemployed, the paying parent probably still has income in the form of severance, retirement or unemployment benefits, and from social security or workers compensation awards. Income also includes gifts, prizes, and alimony, among other things. If this parent collects rent from a property, then add in the net rental income as well.

Additionally, a court may assign an income value to assets that do not currently produce income, like a second house or car, if it s appropriate to do so. For example, a parent may not have a job but could have received property in an inheritance. In cases like this, if the asset say a vacation home bequeathed from grandma s will can be liquidated (sold), then a court will consider its market value as part of income.

Likewise, in situations where a parent is purposefully unemployed or underemployed to avoid making support payments, then a court can impute (attribute) income to that parent based on what he or she should be earning.

You can exclude certain assets like capital for instance, you own a business and had to raise a certain amount of money (capital) to run it. That specific amount, along with return of principal and any accounts receivable, would not be subject to child support payments. You can also leave public assistance, payments for foster care of a child, and some non-discretionary retirement plan contributions out of your income calculations. For a complete list of what to include and what to leave out, see Texas Family Code Section 154.062 .

Finally, for parents who already pay child support for another child or children, they can take a credit for those payments, which would be subtracted from net income before applying the guidelines. To find out more on how to do this, see the Texas Family Code Sections 154.128 and 129 .

Once you have the total amount of income, you subtract money paid for social security taxes, state and federal income taxes, union dues, and the amount used to cover the child s health insurance. The difference is the net income. Divide it by 12 to get the net monthly income.

Take the net monthly income and apply it to the guidelines, which look like this:

1 child = 20% of Obligor’s Net Resources
2 children = 25% of Obligor’s Net Resources
3 children = 30% of Obligor’s Net Resources
4 children = 35% of Obligor’s Net Resources
5 children = 40% of Obligor’s Net Resources
6+ children = not less than the amount for 5 children

Obligor is the legal term for the parent who is obligated to pay child support. Once again, this is usually the non-custodial parent. Although the state of Texas does not provide an on-line calculator, Travis County has one. You can try it here: Travis County Child Support Calculator .

In addition to the support amount determined by the guidelines, the parents will have to cover the child s health insurance, too. While there is a presumption that the non-custodial parent will provide this benefit, that responsibility can easily shift to the other parent if it makes more sense. For example, the custodial parent may provide the child s insurance if this parent s employer provides health insurance while the non-custodial parent lacks coverage.

Incidentally, the percentages above are used for net monthly income up to $7,500 a month. For income above $7,500, a court may increase the amount of support depending on the income of both parents and the child s needs. The law does not have a minimum amount of child support that must be paid, but families receiving Temporary Assistance for Needy Families (TANF) or certain other federal benefits like Medicaid should automatically receive child support services from Texas s Attorney General s Office.

Challenging the Amount

A court presumes that the number given by the guidelines is the appropriate amount of child support. Sometimes, however, the amount given by the guidelines is unfair. If you think support should be increased or decreased before a court issues the order, then you can ask the court to adjust it. Once you ask, a court will review all relevant factors, but especially the following, to adjust the amount of child support either up or down:

  1. the age and needs of the child
  2. the parents ability to support the child
  3. financial resources and debts
  4. the time the child spends with each parent
  5. the receiving parent s net resources
  6. child care expenses
  7. the managing conservatorship (legal custody)
  8. alimony payments
  9. post-secondary education expenses
  10. whether either parent has additional employment benefits like housing or a company car
  11. other wage deductions
  12. the provision of health insurance
  13. extraordinary expenses like those for education or health care
  14. costs of the child s travel between parents, and
  15. any cash flow from property or other assets.

Changing a Child Support Order

Once a child support order is in place, you can still ask a court or the attorney general s office (via the Child Support Review Process or CSRP) to review it at any time if either parent experiences a material and substantial change in circumstances. Usually, a substantial change is a significant shift in custody or loss of a job, but there can be other reasons. The threshold is lower if an order has been in place for three years or more. Child Care Assistance Program (CCAP) Information

The CCAP program can subsidize the cost of child care for families that are residents of Rhode Island. CCAP is available for children who are US citizens or legal residents and under age 13. The age can be extended to 18 if the child has special needs.

Child Care Assistance is available to:

  • Low income families who meet income guidelines and are working a minimum of 20 hours per week at or above Rhode Island’s minimum wage.
  • Families participating in training, apprenticeship, internship, on-the-job training, work experience, work immersion sponsored by the Governor s Workforce Board, who need child care in order to take part in these job readiness/training opportunities.
  • Families participating in the RI Works program.
  • Pregnant/Parenting Teens participating in DHS Youth Success program.

CCAP is also temporarily available to families through the following Pilot Program

  • Transitional Child Care Pilot (October 1, 2013 – September 30, 2017)

Allows families already participating in the CCAP program to remain eligible for the subsidy program if their income increases and does not exceed 225% of the federal poverty level.

Choosing a Child Care Provider

Families that qualify for the CCAP program can choose their own child care provider. The CCAP program will reimburse authorized child care providers up to a certain amount. Most eligible families share in the cost of care, called a co-payment, based on their income, family size and the number of children receiving child care subsidies. This fee is paid directly to the child care provider.

Parents can select the child care provider of their choice and, if necessary, may use more than one provider to meet their child care needs so long as the hours of care do not overlap. Options for child care include:

  • A DCYF licensed child care center or before/after-school program
  • A DCYF licensed family child care home
  • A license-exempt provider (such as a family member) that has received approval from DHS

The Problem of Circumcision in America

Many circumcised men are unaware that they have been harmed by circumcision because they do not understand how the intact (non-circumcised) penis functions and/or they do not know how to identify their circumcision damage. Many circumcised men fail to recognize their own circumcision damage and assume that peculiar things about their penis are ‘normal’ or ‘a birth defect.’

This tightness and the unnatural dryness of the penile shaft and head causes some men (and their partners) pain, abrasion, and bleeding during sex. Breaks in the skin are an effective way to transmit and contract sexually transmitted diseases, including HIV.

The glans (penile head) is normally an internal organ protected by the moist mucosal tissue of the prepuce (foreskin). Without the foreskin, the glans is exposed to the outer environment (air, soap, clothing, sun, etc.). The glans dries out and develops several extra layers of skin (keratinization). 1 Compare the dry, cracked appearance of the glans of a circumcised penis (upper right) with the moist mucosal end of the glans of an intact penis (lower right). The unnatural dryness of the circumcised penis can cause abrasion and bleeding during sex, whereas the moistness of the intact penis makes sex more comfortable, especially during penetration. For women with circumcised male partners, the problem of ‘vaginal dryness’ during sex may also be partly attributable to the unnatural dryness of the circumcised penis.

Besides removing the densely nerve-laden foreskin, circumcision removes 50% of the penile shaft skin and associated nerve endings. 2 The exposed glans then keratinizes, causing further loss of sensation. Many circumcised men in the Awakenings survey 3 reported that desensitization caused them to abandon or bypass the subtler pleasures of genital foreplay in favor of immediate intercourse, which would offer them greater stimulation. They often hurried through intercourse, however often needing extraordinary and sometimes violent thrusting to obtain sufficient stimulation for both pleasure and orgasm. Other men reported frequent reliance on behaviors offering more stimulation than vaginal sex (e.g. oral sex, anal sex or masturbation) or compensating for diminished quality of sexual response with quantity (sexual compulsivity).

Eventually, keratinization occurs even after adult circumcision. It can also occur in intact men with short foreskins or those who habitually wear their foreskin in the retracted position.

Imagine how different female sexual response would be if the clitoral hood (female foreskin) and the labia were removed. Exposure of the clitoris to the constant effects of the outer environment would approximate the effects of male circumcision.

Ph.D. in Child Development

To gain admission into a Doctor of Philosophy (Ph.D.) program in child development, child psychology or human development, most individuals are required to have either a bachelor’s or a master’s degree, as well as GRE scores. Such programs may require them to fulfill an internship or residency, and most require the completion of a dissertation. Students who complete a doctoral program in child development might go on to teach the subject at the university level, or might become child psychologists or clinical researchers. Students interested in applying to a Ph.D. in Child Development program should have a master’s degree in child development or a related field, such as psychology, social work or education.     Program Description

    For Fall 2017, Semester 1 will be offered at Newnham Campus only. Pathway applicants from Early Childhood Education (ECE) to Semester 4, may choose either King or Newnham.

    For over forty years Seneca College has been a leader in Early Childhood Education. We are pleased to offer a new degree-level program in Child Development, designed to provide you with the comprehensive theoretical and practical education employers want. This four-year bachelor’s degree program will give you a firm grounding in teaching and curriculum subjects in early childhood development, as well as familiarity in multidisciplinary and family practice. You’ll be equipped to succeed within the industry’s new direction towards integration of services and programs focusing on the child, the family and the community.

    In order to practice in Ontario as an “Early Childhood Educator” or a “Registered Early Childhood Educator”, you will need to apply for registration in the College of Early Childhood Education (CECE). For more information, please consult the CECE website at college-ece.ca .

    As a student in the Honours Bachelor of Child Development program, you have the option of studying either at King Campus or at Newnham Campus.     Scholarship opportunities are available for candidates with distinguished academic records in their high school careers. A variety of scholarships and bursaries are available to students based on merit and financial needs.

    Admission Requirements

    Ontario Secondary School Diploma (OSSD) or equivalent including six Grade 12 (U) or (M) courses with a minimum overall average of 65%, or a mature applicant (21 years or older and has been out of high school for a minimum of two years). Mature applicants should disclose all previous postsecondary transcripts which may be used for admission decisions.

    Required course – minimum final grade of 65%:

    • English: Grade 12 ENG 4 (U)

    Applicants must meet Seneca English Proficiency requirements for degree programs.

    Students must apply for, and receive a clear vulnerable sector police check before field placement in second semester.

    Your Career

    Be prepared to take a leadership role in the expanding services for young children and their families. As a graduate of the Honours Bachelor of Child Development (BCD) program, you’ll be able to work with many health, education and social service professionals in an inter-disciplinary approach to education. You’ll be ideally suited to work as an educator in parent/child resource centres such as Ontario Early Years Centres (OEYC), and you’ll be eligible to work in children’s treatment centres. Our graduates become leaders within a rapidly expanding field. Your career opportunities will be both fulfilling and limitless.

    Many of our top graduates choose to apply to faculties of education to pursue careers in teaching or apply directly to masters programs and advance their educational knowledge through further specialization.

    Work-Integrated Learning

    Mandatory Degree Work Term

    A work experience that includes at least one term in a formal work environment. The work term(s) may be a paid or unpaid position that is completed between two academic semesters and requires a minimum of 420 hours of work. Students must be in good standing and meet all identified requirements prior to participating in the work experience. The successful completion of the work term(s) is required for graduation. Eligibility for participation does not guarantee that a work position will be secured. Additional fees are required for the mandatory degree work term regardless of success in securing a work position.

    Transfer Credit/Pathways

    The Degree and Credit Transfer Office provides a number of services for students continuing their education at Seneca, and for graduating students considering degree transfer options.

    Through transfer agreements and institution partnerships, graduates of this Seneca College program may be eligible for credit at various post-secondary institutions. Please refer to the Degree Transfer Guide for more information.

    Transfer Credit may be granted for courses deemed equivalent to courses at Seneca that have been completed at recognized postsecondary institutions. Additional information is available online .

    The Early Childhood Center (ECC), located on the beautiful campus of Southern Illinois University Edwardsville (SIUE), provides full-day, year round early childhood care and education for the children of students, faculty, staff, and others in the University community, ages two through five.

    Smoke from cigars. cigarettes, and pipes harms your body in many ways, but it is especially harmful to the lungs of a person with asthma. Tobacco smoke is a powerful trigger of asthma symptoms .

    How Does Tobacco Smoke Trigger Asthma?

    When a person inhales tobacco smoke, irritating substances settle in the moist lining of the airways. These substances can cause an attack in a person who has asthma .

    In addition, tobacco smoke damages tiny hair -like structures in the airways called cilia. Normally, cilia sweep dust and mucus out of the airways. Tobacco smoke damages cilia so they are unable to work, allowing dust and mucus to accumulate in the airways.

    Smoke also causes the lungs to make more mucus than normal. As a result, even more mucus can build up in the airways, triggering an attack.

    Is Secondhand Smoke Harmful to a Person With Asthma?

    Secondhand smoke is the combination of smoke from a burning cigar or cigarette and smoke exhaled by a smoker.

    Inhaling secondhand smoke, also called “passive smoke” or “environmental tobacco smoke,” may be even more harmful than actually smoking. That’s because the smoke that burns off the end of a cigar or cigarette contains more harmful substances (tar, carbon monoxide. nicotine, and others) than the smoke inhaled by the smoker.

    Secondhand smoke is especially harmful to people who already have asthma. When a person with asthma is exposed to secondhand smoke, he or she is more likely to experience the wheezing. coughing. and shortness of breath associated with asthma.

    Can Smoking Harm My Child?

    Secondhand smoke harms children with asthma even more than adults.

    When a child is exposed to tobacco smoke, his lungs become irritated and produce more mucus than normal. Since children’s airways are smaller, the side effects of secondhand smoke affect them faster and can also affect lung function in later life.

    Children of parents who smoke are also more likely to develop lung and sinus infections. These infections can make asthma symptoms worse and more difficult to control.

    Can Smoking Harm My Unborn Child?

    Smoking harms an unborn child in many ways. Nicotine, the addictive substance in tobacco products, is carried through the mother’s bloodstream directly into the baby.

    Children of mothers who smoked during pregnancy are more likely to have lung problems and are 10 times more likely to develop asthma. Smoking during pregnancy has also been linked with low-birth weight newborns, premature births, and sudden infant death syndrome (SIDS).


    How Can Tobacco Smoke Be Avoided?

    Ways to reduce exposure to tobacco smoke include:

    • If you smoke, quit. Quitting isn’t always easy, but there are many programs and methods to help. Ask your health care provider to help you find the one that is best for you. If your spouse or other family members smoke, help them understand the dangers of smoking and encourage them to quit.
    • Do not allow smoking in your home or your car.
    • Do not let anyone smoke around you or your child.
    • Avoid restaurants and public places that permit smoking.

    2. When a child can travel without a car seat

    A child can travel without a child car seat in some circumstances.

    Taxis and minicabs (private hire vehicles)

    In a licensed taxi or minicab:

    • children under 3 years of age can travel without a child’s car seat or seat belt, but only on the back seat
    • children aged 3 years or older can travel without a child’s car seat if they wear an adult seat belt

    Minibuses, coaches and vans

    Minibus or coach drivers and companies don’t have to provide child car seats. You must provide your own if you want to make sure a child has one.


    Children can travel without a car seat or seat belt, if they’re not available.


    All children must travel in rear seats (any seats behind the driver) if a child car seat or an adult seat belt isn’t fitted.

    Children aged 3 and older must:

    • use a child car seat if there’s one available in a minibus
    • use an adult seat belt if child seats are not fitted or are unsuitable


    The rules for vans are the same as for cars.

    Unexpected journeys

    If the correct child seat isn’t available, a child over 3 years of age can use an adult seat belt if the journey is all of the following:

    • unexpected
    • necessary
    • over a short distance

    You can’t take children under 3 in a vehicle without a seat belt or the correct child car seat (except a taxi or minicab).

    No room for a third child seat

    Children under 3 must be in a child car seat. If there’s no room for a third child seat in the back of the vehicle, the child must travel in the front seat with the correct child seat.

    Children over 3 years can sit in the back using an adult belt.

    Vehicles without seat belts

    Children under 3 must be in a child car seat. If there’s no seat belt, they can’t travel.

    A child over 3 can travel in a back seat without a car seat and without a seat belt if the vehicle doesn’t have one.
