DHRA Field Activity

DHRA is a Department of Defense (DoD) Field Activity, of the Under Secretary of Defense (Personnel and Readiness) (USD (P R)). It is DHRA’s Mission to provide:

  • Guidance on civilian personnel policy, professional development programs, and personnel security

Defense Civilian Personnel Advisory Service (DCPAS)

DCPAS is charged with providing corporate-level leadership in human resources management. DCPAS develops and manages human resources programs and systems for the Department of Defense (DoD). DCPAS also develops and recommends policy and provides guidance on all aspects of civilian personnel management. DCPAS advises all levels of management employees in DoD regarding human resources issues.

Defense Language and National Security Education Office (DLNSEO)

The DLO provides strategic direction and programmic oversight to the military departments, Defense Field Activities and the Combatant Commands on present and future requirements related to language, regional expertise, and culture.

Defense Manpower Data Center (DMDC)

DMDC maintains the central repository of Department of Defense (DoD) Human Resource Information, both current and historic. DMDC collects, provides, and utilizes this information for the benefit of decision makers in the DoD and other government agencies.

Additionally, DMDC is the central source of identification and authentication of people in the DoD for identity protection, security, entitlements, and benefits verification. DMDC also provides management information, research, and analysis of manpower, personnel, training, and financial databases for use by DoD decision makers.

Defense Suicide Prevention Office (DSPO)

DSPO oversees all strategic development, implementation, centralization, standardization, communication and evaluation of DoD suicide and risk reduction programs, policies and surveillance activities. Working in tandem with the Army, Navy, Air Force, Marine Corps, Coast Guard and National Guard Bureau, DSPO aims to foster a resilient and ready force and a climate that encourages Service members to seek help for their behavioral health issues.

DSPO leads DoD-wide efforts that focus on issuing suicide prevention policy; increasing suicide data fidelity; reducing the stigma that prevents Service members from seeking help; restricting access to lethal means; standardizing death investigations; developing a research strategy; and evaluating programs, trainings and quality of care.

Defense Travel Management Office (DTMO)

DTMO operates, consolidates, streamlines, and centrally manages commercial travel for the entire Department of Defense (DoD). In doing so this Component develops policies for the administration of commercial travel, regulations, and directives. DTMO is also currently consolidating existing commercial contracts, which includes efforts found in 105 various commercial travel office contracts managed by approximately 56 contracting offices.

Defense Personnel and Family Support Center (DPFSC)

Computer/Electronic Accommodations Program (CAP)

The Under Secretary of Defense for Personnel and Readiness established CAP in 1990 as the centrally funded reasonable accommodations program for employees with disabilities in the DoD. Following the National Defense Authorization Act of October 2000, Congress granted CAP the authority to provide assistive technology, devices and support services free of charge to Federal agencies that have a partnership agreement with CAP.

The mission of CAP is to ensure that people with disabilities and wounded Service members have equal access to the information environment and opportunities in the Department of Defense (DoD) and throughout the Federal government. By fulfilling this mission of providing real solutions for real needs, CAP is helping to make the Federal government the model employer for people with disabilities.

Employer Support of the Guard and Reserve (ESGR)

ESGR promotes cooperation and understanding between Reserve component members and their civilian employers, and assists in the resolution of conflicts arising from employees’ military commitments. It is the lead DoD organization for this mission under DoD Directive 1250.1, National Committee for Employer Support of the Guard and Reserve (NCESGR).

ESGR operates through a network of hundreds of volunteers throughout the nation and Guam, Puerto Rico, the Virgin Islands, and Europe.

Federal Voting Assistance Program (FVAP)

FVAP’s role within the Department of Defense (DoD) is to administer the Uniformed and Overseas Citizens Absentee Voting Act, 42 USC 1973ff (UOCAVA), Title XVI of the National Defense Authorization Act of FY 2002 and portions of the Help America Vote Act of 2002. FVAP also conducts national and international Get Out the Vote campaigns, maintains the automated Voting Information Center, and administers the National Voter Registration Act, which designates Armed Forces Recruiting Stations as Voter Registration Agencies.

Transition to Veterans Program Office (TVPO)

The Transition to Veterans Program Office provides transition assistance policy and program oversight to promote, advance and install a culture of career-ready Service members. These policies will support the successful transition of Service members from the military back into civilian communities.

Yellow Ribbon Reintegration Program (YRRP)

Promoting the well-being of National Guard and Reserve Members, their Families and Communities, by connecting them with resources throughout the deployment cycle.

Office of the Actuary (OACT)

The DoD Office of the Actuary provides actuarial expertise on all matters relating to military compensation and benefits.

More specifically, Office of the Actuary performs annual valuations of the military retirement system, education benefits under the Montgomery G. I. Bill, health care for the military retired population, and the Voluntary Separation Incentive program. These valuations include projecting personnel pay and benefits, and calculating annual DoD contribution costs, as well as determining program unfunded liabilities and their amortizations. The Office also responds to requests for cost estimates of proposed changes in benefits from the DoD, other government agencies, military service support groups, and private industry.

OPA’s vision is to be DoD’s premier center for analytics, providing information on the Total Force, families and veterans, through the collection of data and analytical research.
