The San Diego Regional Center advocates for opportunities for persons with developmental disabilities to maximize potential and to experience full inclusion in all areas of community life.

The San Diego Regional Center is one of 21 Regional Centers for persons with developmental disabilities in the State of California. These centers were originally established to assist persons with intellectual disabilities and their families in locating and developing services and programs within their communities.

These original centers were established in 1965 under legislation sponsored by Assemblyman Frank Lanterman. The Lanterman Act became effective in 1969 and established the statewide Regional Center network. The Legislation later expanded the populations served to include persons with intellectual disabilities, cerebral palsy, epilepsy, autism, and other disabling conditions similar to intellectual disabilities.

The San Diego Regional Center was the third Regional Center established in California. It serves people living within the geographic boundaries of San Diego and Imperial counties.


The San Diego Regional Center is out of compliance with the number of clients assigned to each service coordinator (caseload ratios) as required in the Lanterman Act. Habitat For Humanity San Bernardino Area – Affordable Housing For All


Our Mission:

Habitat for Humanity San Bernardino Area, Inc. is a faith based non-profit organization with the mission of eliminating poverty housing. We plan to achieve this mission by providing decent, affordable housing for low-income families by bringing together the necessary volunteers, experienced help, suppliers, city and government agencies, and families to form partnerships in an atmosphere of God’s love for all people.

The organization is based on Christian principles and is open to everyone regardless of faith, including the Board of Directors, partner families and volunteers. Habitat is a tax-exempt 501(c)3 corporation and is included in group exemption number 8545.

Since the affiliate was incorporated in 1992, the organization has built or rehabilitated 29 homes in Redlands, San Bernardino, Fontana, Loma Linda, Colton, Yucaipa and Highland, providing housing for more than 150 individuals.

A Hand Up, Not a Handout

This is not a giveaway program. Selected local families who receive homes must partner with Habitat and:

  • Contribute 500 hours of sweat equity by participating in the actual construction of their own house and other Habitat projects;
  • Make a 1% down payment including closing costs (approximately $1500 total);
  • Pay approximately $500 – $700 per month for combined mortgage, tax, and insurance payments. These figures are based on an interest free loan over a period of 20 years;
  • Share their story through the media.

Habitat for Humanity San Bernardino Area, Inc. is an affiliate of Habitat for Humanity International (HFHI). Founded by Millard and Linda Fuller, HFHI and its affiliates – in more than 3,000 communities in 87 countries – have built and sold more than 500,000 homes since its inception about 30 years ago.

The affiliate in the San Bernardino area was started by a group of citizens who were concerned about the number of families living at the poverty level and spending a large portion of their income on housing. These families find it difficult or impossible to qualify for conventional loan programs.

More than a quarter of the residents in San Bernardino County live at or below the poverty level. With a population of 210,000, 47% of the renters in the metropolitan area of San Bernardino have “worst case” housing needs. These households have income levels below 50% of the area’s median incomes, spend more than 50% of their income on rent, and are living in substandard housing.

Many homes in the San Bernardino area have been abandoned or boarded up, communities have become centers for crime and targets for vandalism, and more than 10,000 families in San Bernardino alone await housing assistance (from HUD). Habitat for Humanity’s philosophy is that everyone deserves a decent place to live. The organization recognizes that some families need a “hand up” and not a “hand out”; handouts are an unsustainable and short-term solution to a long-term problem. Habitat offers a “hand up” through a comprehensive program that encourages self-help and community awareness. Habitat homeowners are offered classes on home maintenance, repairs, finance, and budgeting to assist them with the transition to a fresh and sustainable lifestyle.

A sponsor is assigned to each family to help them with any difficulty that they may have with the adjustment to their new home. These sponsors visit the home regularly and provide advice.

Habitat has noticed the following results from its program:

  • Families and neighborhoods take pride in themselves;
  • 35% of homeowners report an improvement in children’s grades;
  • The school attendance and participation of homeowners’ children improved;
  • 68% of homeowners reported an improvement in their family’s finances;
  • Diverse groups come together to achieve common goals, thus unifying the community;
  • Individuals and groups experienced the joy of making a difference;
  • The community gains productive homeowners who pay taxes and support it.

The same driver will pay hundreds of dollars more in Coronado than in Carlsbad, according to our California car insurance rate analysis. But even if you live in one of the higher-cost ZIP codes, you can save money by simple comparison shopping. No two car insurance companies will offer you the same rate.

San Diego ZIP code 92135 is the most expensive for car insurance in the city, $1,467 a year, according to a survey of rates from six major carriers. But the difference between the highest rate ($1,703) for that ZIP and the lowest ($1,130) is $573.

Why comparing car insurance rates saves you money

Prices for the same policy vary by hundreds sometimes thousands of dollars because no two insurance companies us the same formula to calculate rates. That s why you have to shop around to save money. To see how car insurance rates compare, use our average rates tool below.

Averages for customized rates are based on drivers ages 20, 30, 40, 50, 60 and 70 for the following coverage levels: state minimum liability, liability of 50/100/50 and 100/300/100 with $500 deductible on comprehensive and collision. These hypothetical drivers have clean records and good credit. Average rates are for comparative purposes.

State Minimum:
Required liability coverage to drive legally in your state; some states mandate additional coverage, such as personal injury protection, uninsured motorist, underinsured motorist.

Liability Only 50/100/50:
$50,000 per person/$100,000 maximum per accident for bodily injury; $50,000 for property damage. Liability pays for injuries/damage you cause others.

Full Coverage 100/300/100:
$100,000 per person/$300,000 maximum per accident for bodily injury; $100,000 for property damage; comprehensive and collision coverage with $500 deductible. Liability pays for injuries/damage you cause others. Comprehensive and collision pay for damage to your car.


Cheapest car insurance in San Diego

If you need just enough coverage to drive legally, you ll want to shop for the lowest liability car insurance limits required by the state. In California, (written as 15/30/5) that means your liability car insurance would pay up to:

  • $15,000 for injuries you cause to others
  • $30,000 per accident
  • $5,000 for damage you cause to others cars and property

The state average rate for a year of minimum coverage is $723, according to our rate analysis. You would pay just $188 more if you hiked your liability coverage to 50/100/50.

Best car insurance in San Diego

If you want to have enough car insurance coverage to protect your home and assets, you should buy liability insurance in the following amounts:

  • $100,000 to pay for others medical bills
  • $300,000 to pay for injuries to others in an accident you cause
  • $100,000 to pay for damage to others property

You should also consider buying these optional coverages:

  • Comprehensive, which replaces stolen cars and covers damage to your car from floods, fire, hail, vandalism.
  • Collision, which pays for damage to your car from accidents.

Comprehensive insurance and collision coverage pay out up to the actual cash value of your car. In California, comprehensive costs $98 and collision costs $361, on average per year, according to the Insurance Information Institute. These two coverages come with a deductible. That s the amount you pay for each claim before your insurer pays out. Deductibles of $1,000, $500 and $250 are the usual amounts from which you can choose. The lower the deductible is, the higher your rate will be.

The bureau notes that commuting is the main reason people use mass transit.

Smog rules: All California residents much have their vehicles tested for emissions at a licensed smog testing center every two years to renew registration. Vehicles that are six years old or less are exempt from testing. New California residents must have an initial inspection to have their vehicle registered, even if they have a current smog certificate from their previous state.

Bad intersection: Where 54 th Street and University Avenue meet is considered one of the worst intersections in San Diego, with 77 accidents reported during the past ten years.

In the event that your roof experiences some sort of damage, whether it’s from a hail or wind storm or a misguided firecracker, you should fix the bad shingles or tiles as soon as possible. A damaged section of roof can lead to flooding, pests, and wasted energy. Even if you do not see visible damage, but your roof has outlived its warranty, you should get an inspection of your roof. Fortunately, if you have homeowners insurance, the burden of paying for roof repairs or replacement usually does not fall completely on your shoulders. Your roofing contractor should be able to help you navigate your way through the roof insurance claims process.

Will Insurance Cover a NEW Roof?

Whether or not your insurance covers the cost of roof replacement depends largely on the extent of the damage. When roof repair could resolve the issue, your insurance company will want to fix the damage with less costly and less extensive repair measures. The cause of the damage is also considered when your insurance decides whether or not to replace the roof under your policy. If your roof has sustained damage from something unexpected, such as a fallen tree or a fire, chances are that they will cover a full replacement if the damage is severe enough. If the roof is older than the roof warranty, insurance may not cover roof replacement. Sully-Jones Roofing will be happy to come out for a full roof inspection and provide you with the information your insurance company will need to assess whether a new roof will be covered.

Will Insurance Fully Cover Roof Repair?

If the damage caused to your roof is caused by a natural disaster or accident that is covered by your policy, you should be able to get all repairs paid for by your policy. On the other hand, excluded circumstances won’t be covered. For instance, Named Peril Insurance will only cover the cost of repairs that are specifically named in the policy,which usually includes things like lightening and hail damage. On the other hand, All Risk Policies will cover everything except for those types of damage that are specifically excluded. For example, tree damage, random debris falling from the sky and broken shingles from a rogue firework should all be covered by an All Risk Insurance policy unless your policy names them as exceptions.

Does the Age and Condition of the Roof Affect Insurance Coverage?

Your policy may outline age requirements for roof replacement or repair. For instance, if your roof is more than 10 years old, you may only be allowed reimbursement for the depreciated value of your roof instead of the original value. As aforementioned, the condition of your roof also matters when the insurance company evaluates whether or not it can cover your roof damage. The more severe the leaking and evident damage that is present, the better your case for the necessity of a repair or replacement.

What are the General Guidelines for Filing a Claim For Roof Work?

Before you can get work done on your roof that will be covered by insurance, you will need to get an estimate from a professional roofing contractor. In most cases, you are allowed to use the roofing company of your choice. You can also file a supplemental claim if the roof ends up costing more than the original quote.

All of our herbs from our Mesa’s 3 organic gardens located on the M Fusion patio, on the side of the “G” building and in the P300 area.

Getting Started with Solar Photovoltaic

Are you planning to install a solar photovoltaic (PV) system on your property? The installation of solar PV is regulated by the Zoning Ordinance and requires approval of a building permit. These systems are an accessory use to residential, agricultural, civic, commercial, or industrial uses (except if approved by a Major Use Permit).

The following main components are part of the process to obtain your permit for a solar PV system:


Solar PV on-site: Solar PV, on-site (including roof-mounted) is when the energy produced is utilized within/on the parcel where the photovoltaic is located.

Solar PV off-site: Solar PV, off-site is when the energy produced is transferred to a different parcel than the one where the photovoltaic is located and operated.

  • Solar PV, off-site less than 10 acres is regulated per Section 6952.b.1 of the Zoning Ordinance and requires approval of an Administrative Permit.
    • A complete Administrative Permit application submittal package can be found on the County of San Diego’s web-site here: Photovoltaic Off-Site Under 10 Acres
  • Solar PV, off-site greater than 10 acres is regulated per Section 6952.b.2 of the Zoning Ordinance and requires approval of a Major Use Permit.
    • A complete Major Use Permit application submittal package can be found on the County of San Diego’s web-site here: Photovoltaic Off-Site Over 10 Acres
    • Additionally, Planning Development Services requires applicants to participate in a mandatory Major Project Pre-Application Meeting for Major Use Permits. The mandatory pre-application consultation is expected to set reasonable expectations and identify major issues early in the process in order to avoid redesign, rewrites and additional work later in the process. Form PDS 441a outlines how to obtain a building permit.

Before preparing the plot plan for ground-mounted solar PV systems, please review the minimum requirements outlined in form PDS 090 . For roof-mounted systems, please review the residential building code plan check corrections list for roof-mounted solar PV systems, form PDS 074 .

Residential Solar PV Building Permits
Currently, the cost to plan check/permit a residential solar PV building permit is waived by the County of San Diego. However, fees for residential solar PV building permits could be incurred if the Department of Environmental Health and/or the Department of Public Works need to review the building plans. This is typically only required for ground mount solar PV.

Off-Site Solar PV Discretionary Permits
In addition to the cost above for residential building permits, off-site solar PV installations will require a deposit to process the mandatory discretionary permit. For deposit information of discretionary permits please see form PDS 369 .

It is also recommended that you contact the Department of Environmental Health at (858) 565-5173 and the Department of Public Works at (85) 694-2055 regarding possible or additional fees.

Commercial Solar PV Building Permits
If the solar PV project is to be used by a commercial business or for commercial purposes, building permit fees are typically not waived as with residential projects. To calculate the cost of commercial solar PV building permit fees, please contact the Building Department (858) 565-5920, or (888) 336-7553.


Residential on-site solar PV building permits are typically processed over-the-counter (OTC) if all documents have been completed properly and the plans have been prepared correctly. Please note that OTC does not necessarily mean the permit will be issued the same day, only that it does not have to be submitted for review. If corrections are required in order to complete the permit, the applicant will need to make appropriate corrections and return for a subsequent review.

Please note that large residential solar PV project review cannot be done OTC, and will be required to submit plans for building permit review. Commercial solar PV projects, whether roof or ground mounted must be submitted for plan-check review and cannot be processed OTC.

Approval of a discretionary permit is required before a building permit can be issued for an off-site solar PV project. Every effort will be made to process the required discretionary permit (Administrative Permit or Major Use Permit) as quickly as possible. Approval of the discretionary permit must be met and all conditions must be satisfied before a building permit can be issued.

The first ever Statehouse build was a huge success! Thank you to all who supported our mission and helped build ebony’s new home!

We are thrilled to share 62 legislators and 60 Indiana Statehouse staff members participated in the first ever Statehouse Build! This will be Ebony’s first time buying a home for herself and her 8-year-old daughter, Kaliyah. Ebony is currently a medical assistant and plans to attend nursing school in the future. She has worked very hard and has taken 3 jobs, at one point, to improve her credit so that she could qualify for a 0% interest loan to purchase a Habitat home. Thanks again to all who supported this wonderful project and the Habitat mission!

I am a licened Tile Contractor specializing in tile and stone installation and restoration (stripping, cleaning, and resealing) of ceramic tile, porcelain tile floors, glass tile showers backsplashes, travertine tile flooring, limestone tile bathrooms showers, marble tile, granite tile, sandstone, saltillo pavers, slate tile, quarry tile, flagstone pavers, andother natural stone tiles and slabs working in San Diego County, Orange, and Riverside Counties.

*** I am bonded and carry general liability insurance and workers compensation so the homeowner is not at risk if someone gets hurt. I am an on-site and hands-on owner. *** For bathroom shower remodels and tile installations I like to mud float all of my shower walls using roofing paper to protect the studs from water damage, metal wire mesh for strength and reinforcement, and a sand, cement, and water mix for the actual wall float which is far stronger and more durable than hardiebacker or similar products. I use 1/8 inch grout joints to make for a cleaner looking job. I also can handle any fabrication and bullnosing of travertine, marble, granite, slate,quartzite, limestone tiles and slabs, and some porcelain.

*** A good tile job is no accident. It takes good communication between the homeowner and tile installer.

*** We also specialize in epoxy grout installation for industrial and commercial projects as well as for tile countertops and shower pans in the home.
Epoxy grout is more stain resistant and alot stronger than regular sanded grouts which helps to reduce cracked grout in the shower and future water and mold damage.

*** For our flagstone, saltillo pavers, terra cotta tile and slate tile refinishing and restoration ( stripping. cleaning. sealing and resealing ) we use enviromentally friendly and low VOC products which do not leave chemical odors in the home.
We can also clean your grout and use an epoxy grout stain to give your grout a new consistent appearance. As well as staining saltilloo tile pavers.

*** I also install cork underlayment for soundproofing condos, offices, and homes before the finish floor installation. As well as installing cork laminate flooring and conventional laminate flooring.
Cork flooring is a good choice for clothes closets off of master bathrooms, offices, and small children’s rooms.

*** Because I also have my general contractors license we can easily handle any bathroom and kitchen remodels and remodeling additions including the demolition, framing, hot mopping prep work, plumbing, gas and electric. hot mop, cabinets, bathroom vanities granite countertops and bathroom cultured marble vanity top installation as well as kitchen granite countertops and cultured marble countertop installation, painting, and obviously the tile.

*** For our patio and barbeque additons and remodels we can handle any demolition of concrete, drainage and plumbing, the reinforced concrete and concrete block installation, as well as the installing of flagstone, quartzite, slate and travertine tile, and concrete pavers for the patio. She’s a household name who’s sold tens of millions of albums, performed in front of dozens of sold-out arenas and remains one of pop culture’s foremost trendsetters.

But Miley Cyrus couldn’t have looked more like a superstar than she did Thursday, visiting fans from room-to-room at Rady Children’s Hospital in San Diego, California with her fiance Liam Hemsworth.

The Grammy-nominated singer surprised patients at the Southern California medical facility as she popped in to pose for pictures and share encouraging words in an unannounced visit.

Gratitude: Miley on her Instagram page thanked the facility, Rady Children’s Hospital, for their ‘incredible dedication to bettering the lives and health of the beautiful youngins’

The hospital said on Facebook. ‘Today we received a surprise special visit from a couple of people you might recognize!

‘Thank you to Miley Cyrus, Liam Hemsworth and The Happy Hippie Foundation for bringing joy and laughter to our patients!’

The 24-year-old Tennessee native dressed in her usual array of bold, loud colors, clad in a shamrock green skirt with yellow, brown and purple flowers, a pink coat, mauve leggings and pink rain boots. The Wrecking Ball artist had her hair pulled back with a yellow bow and a few pink barrettes holding things together.

The We Can’t Stop singer’s hunky beau Hemsworth, 26, wore a blue plaid shirt with dark blue jeans, with his brown beard perfectly trimmed on the visit.

On Facebook, plaudits poured in for the pop star amid her well-intended stop at the medical facility.

‘Thank you Miley for stopping by [Rady’s] today for our kids,’ one user wrote, adding, ‘It’s people like you that puts [big] smiles on the [kids’] faces and what a sweet memory for them.’

Another person added, ‘Now this is a side of Miley I’d love to see more of! Makes way more of an impact than her crazy antics.’

The Happy Hippie Foundation is Miley’s charity organization earmarked toward rallying ‘young people to fight injustice facing homeless youth, LGBTQ youth and other vulnerable populations.’

Miley and Liam’s stop in San Diego is presumably one of the last in the states before they depart for his native Australia, according to the Herald Sun. which reported that the celebrity couple are headed down under in the ‘next few days’ to ring in 2017.

‘They will have New Year’s Eve in Australia again this year,’ a source told the newspaper, adding that their itinerary likely includes a stop at a music and arts showcase called the Falls Festival; and in Byron Bay, an oceanside town in New South Wales that the two are partial to.

The duo, who are engaged, ‘will be making plans’ for their nuptials while in Australia, the publication reported.

This is my second review for First Class Travel, and the second time Donna at First Class Travel has come through for me.  First, let me say that I travel more than the average person. (Twice a year I leave the country for a month at a time.)  Like many people today, I plan out most of my trips myself, and mostly book my own flights and accommodations on line.  However, when I want to put together an itinerary for a trip that is more complicated than most I have found that Donna has not only made it easy, but has saved me money as well.

I was planning a month long trip to the Philippines and Thailand over the holiday season.  Since I had never been to these two countries, I was making up my trip as I went along.  For this trip, the only thing I really knew were the dates that I wanted to fly.  I tried finding two separate flights, or book flights to two destinations on line but it was a bit harder than I thought.  In addition, the flights I was looking at on line were not convenient and were more expensive than what I expected.  After spending several hours over several days trying to get the flights that I wanted on line, I realized it was time to call Donna.

Donna remembered me even though I hadn t used her services for over two years.  Donna s knowledge of airlines and flight schedules and her ability to combine flight made it possible for me to get the schedules I wanted at fares that were reasonable for the holiday season.  In addition to that, I estimated that even with her fee, she saved me a few hundred dollars compared to what I would have paid if I tried to book the same flights myself on line.  Donna also sold me trip insurance that would reimburse me if I needed to cancel my trip for any reason.  This is important to me because unfortunately things do happen in life.

If your travel plans are not run of the mill (like a trip that involves multiple destinations on several flight) I would suggest using Donna at First Class Travel.  She will save you time and aggravation.
