Applying for a Refugee Travel Document

If you want to travel abroad, you will need a passport. A refugee travel document is basically the equivalent of a passport for asylees and refugees who need to travel outside the U.S. temporarily. If you are a U.S. asylee or refugee, and you want to preserve your right to stay in the U.S. after traveling temporarily abroad, you must apply for a refugee travel document before you leave the United States. You can also obtain a refugee travel document if you are a lawful permanent resident (LPR) (you have a green card) as a result of having been an asylee or a refugee.

Always remember that you should never travel to the country from which you claimed persecution in your asylum or refugee application, as explained below.

Here you will find guidance on eligibility requirements and the application process to obtain a refugee travel document.

When You Are Eligible for a Refugee Travel Document

You can apply for a refugee travel document if you are physically present in the U.S., and you are either:

  1. a refugee or an asylee, or
  2. an LPR if you got your green card because you were an asylee or a refugee. In this circumstance, you may also apply for this document while you are outside the United States. However, you will have to show that you were not able to apply before leaving the U.S. because you had to travel abroad in an emergency.

When an Asylee or Refugee Turned LPR Should Apply for a Refugee Travel Document

You do not need a refugee travel document if you have a valid green card and you want to return to the U.S. after temporary travel abroad (of less than one year). However, because most refugees and asylees escaped persecution from the country that issues their passport, many choose not to travel as a national of that country. In addition, having a refugee travel document might make your travels much easier.

Some countries require you to have a visa if you are traveling using the passport from your home country, but they do not require it if you have a U.S. passport or travel document. In addition, having a U.S. travel document will make it easier to travel on some airlines. But if you plan to stay abroad for more than one year, you should obtain a travel document before leaving. (Although it is called a reentry permit, you use Form I-131 as if you were applying for a refugee travel document.)

How to File Form I-131, and Supporting Documents

In order to apply for a refugee travel document, you must file Form I-131, Application for Travel Document with U.S. Citizenship and Immigration Services (USCIS). Go to the Form I-131 page of www.uscis.gov to download the most recent Form I-131 for free.

In addition to filling out Form I-131, you must submit the following supporting documents with your application:

  • evidence of your refugee or asylee status (for example, copy of an order signed by an immigration judge);
  • a copy of an official photo identification with your name and date of birth on it (for example, a valid driver s license or a foreign passport);
  • the appropriate filing fee (and a biometrics fee if you are between the age of 14 and 79); and
  • two passport-style photographs (if you are filing for a refugee travel document outside of the United States).

If your identification document is in a foreign language, you must include its complete translation into English and a certificate of translation as described in Translating Non-English Documents for Immigration Applications.

If you are planning to travel abroad with your family members who are derivative refugees or asylees (or have green cards because of their derivative asylee or refugee status), you must file a separate Form I-131 (and provide the supporting documents listed above) for each of them.

Some weeks after filing, you will receive a written notice of when to go to your local USCIS office for your biometrics appointment, where you will be fingerprinted and photographed. (For more information, see What to Expect at a USCIS Biometrics Appointment.) You might also receive a written notice to provide additional information about your application or eligibility for a travel document. You must comply with this and also go to any appointments and interviews required by USCIS. Otherwise, your application might be denied.

When You Should Apply for Your Travel Document

It might take two to six months for you to receive your travel document. Therefore, make sure to apply for it several months before you plan to leave the United States.

You must be in the U.S. when you file your Form I-131 application (unless you have your green card and are outside of the United States because of an emergency). However, you may leave the U.S. before you receive your travel document. (Just make sure that you had your biometrics done before you leave.) You may request on Form I-131 for your travel document to be sent to a U.S. embassy, consulate, or Department of Homeland Security office abroad.

But keep in mind that leaving the U.S. without a valid refugee travel document is risky. If you are outside the U.S., and your I-131 application is denied, you may not be allowed to reenter the United States.

Your travel document will expire one year from the date when it is issued (unless your refugee or asylee status ends or you are deported or removed before then). Travel documents cannot be extended. So, when planning your travels, make sure that your travel document will not expire before you try to reenter the United States.

Do Not Travel to the Country From Which You Claim Persecution

Remember that you must not travel back to the country from which you claimed persecution in your asylum or refugee application. Even if you have a valid refugee travel document, you might be denied reentry to the U.S. if you travel to this country. USCIS or the State Department or other immigration agencies may decide that you are no longer afraid to return there, so you no longer need the protection of the United States.

If you successfully obtained your green card after one year of living in the U.S. as an asylee or refugee, you could also lose your green card if you return to the country from which you claimed you needed protection.

In fact, Form I-131 asks questions about whether you plan to or have returned to the country from which you are a refugee or asylee as well as questions about whether you had obtained any benefits (for example, a passport, health care, or legal status) from that country or any other countries since you have been in the United States.

Gartner, Inc. has just released their latest update of their Magic Quadrant for Managed Print Services, Worldwide 2013 and the top 10 MPS providers worldwide remain the same, including last year’s new entry, Kyocera!

Gartner defines Managed Print Services (MPS) as a service provided to ‘optimise or manage a company’s document output to meet certain objectives’. Those objects could be cost efficiency, increase productivity, or to lessen the load on IT support. MPS is primarily implemented by corporate companies with over 500 users, although smaller enterprises are discovering the benefits of investing in an MPS solution, particularly those that have several locations worldwide. But for this report, Gartner limited it to providers that are single source across a minimum of two regions.

MPS covers a range of services including scanning, document capture, copy centres, telecommuters, workflow optimisation including restructuring of document workflows, document security, reducing print volumes and automating paper-intensive document processes, enterprise content management services and MFPs (multifunction products).

MPS is one of the fastest growing service markets with the top 10 providers of MPS services massing $8.9 billion in direct revenue, demonstrating a worldwide growth of 10%, with SMEs showing the quickest growth overall. Developing regions, such as Asia/Pacific which shows growth at 19%, are also taking up MPS exponentially. As trends continue towards mobility, cloud computing, handling of large amounts of data and analytics, as well as social media, organisations are required to adapt. As workers become more mobile yet demand better access to applications and the sharing of documents, there is a need for automating imaging and print services towards the paperless office.

Criteria for inclusion in the Magic Quadrant for Managed Print Services, Worldwide report is strict and only vendors that meet all the criteria are included. Their evaluation criteria are based on two areas: the Ability to Execute and Completeness of Vision. Ability to Execute examines the providers’ level of success in delivering results, both currently and in the future, and incorporates the quality and efficacy of their processes, methods, systems or procedures to enable competitive performance that is efficient, effective, and affects revenue in a positive way, retention and reputation.

Gartner identified 10 MPS providers that they considered to be market leaders in the field of Managed Print Services, Worldwide, as follows:

1. The largest MPS provider in 2012 was Xerox, and by quite a margin at $2.75 billion in revenue. Xerox work in partnership with Fuji Xerox to support the Asia/Pacific region; and their Enterprise Print Services (EPS) and Xerox Partner Print Services plans are the most popular.
2. Second largest in 2012 is Ricoh, bringing in $2.09 billion in revenue, utilising their wide range of A3 MFPs. In 2009, they launched their Managed Document Services and a single service plan that offers a range of options and variations that can be adapted to meet a customer’s requirements.
3. HP was the third largest in 2012 with revenue of $1.52 billion, but with more customers than other MPS providers. Again, their offering is single source but it is adaptable with additions that can be tailored to a company’s needs. HP also works with Canon and other partners to ensure that what they offer is what the customer requires.
4. Fourth largest was Lexmark who brought in revenue in 2012 of $958 million, and who specialise in organisations that carry out a large amount of process-driven printing, for example, the banking, retail and securities, insurance, healthcare, manufacturing and the public sector.
5. HP partners, Canon, are the fifth largest MPS provider and enjoyed revenue of $810 million in 2012. Canon’s MPS business is built upon their massive MFP sales and service organisations, and is based around their Managed Document Services (MDS) A3-centric product.
6. Sixth largest is Konica Minolta, totalling $391 in MPS revenue in 2012 worldwide and also registers one of the highest growth rates at 48%, principally in Western Europe and North America. Konica Minolta’s Optimised Print Services (OPS) offering has been particularly successful within Europe.
7. Toshiba came in seventh posting MPS revenue of $163 million. Their Toshiba Encompass incorporates MPS and they are also a big supplier of A3-style MFPs, which are often placed in MPS programs.
8. Pitney Bowes is the eighth largest MPS provider and registered MPS revenue of $154 million (according to Gartner’s estimate). Having sold off their UK and Ireland operations, their business is mainly concentrated in North America.
9. Ninth in the list is ARC Document Solutions, with revenue of $72 million. ARC, a large MPS provider, is not an equipment manufacturer and it isn’t closely linked with a single manufacturer.
10. Last in the top 10 of MPS providers is Kyocera. Having improved and up-scaled their MPS program – Managed Document Services (MDS) – recently, it first qualified for inclusion in the Magic Quadrant report last year and whilst their biggest market is North America, their MPS program is more widely known in Western Europe.

If you’re a medium to large organisation looking to evaluate and identify suitable MPS providers, then Gartner’s report is a good starting point; but remember, just because Managed Print Services is the buzzword (or buzzwords!) doesn’t mean that it is right for your organisation. Using Microsoft Office Document Imaging To OCR For Free

If you are a Windows user and already have Microsoft Office XP through 2007, chances are you already have the ability to OCR documents to get the text out of them.

It s called Microsoft Office Document Imaging (MODI). I m not going to lie, what I am about to show you is not exactly the best way to OCR documents. If you have software that came with your scanner, I d stick to that.

However, if you don t already have OCR software and all you want to do is get some text out of an image, the software you already have is better than nothing at all.

Finding Microsoft Office Document Imaging

First, you want to check to see if you already have it installed. In Office 2007, go to Start Programs Microsoft Office Microsoft Office Tools, and you should see Microsoft Office Document Imaging .

If you don t see it there, never fear. It s an optional part of the Office install. In Control Panel, go to Add/Remove Programs, select Microsoft Office, click Change, and then select add features. You will find MODI under Microsoft Office Tools. Install it and you should be good to go.

Ah Microsoft, I Love You

It probably won t surprise you to learn that Microsoft Office Document Imaging will not import PDFs (why would they support an Adobe product?!). It will only import TIFFs and Microsoft s own Microsoft Document Imaging format (.MDI).

In this example, I m going to assume that we want to get the text out of a PDF that has not been OCR ed already. Sure you could use MODI to scan a document in, but I figure if you have the hardcopy document and a scanner, you d probably just use the scanner s software anyways.

Copying A PDF In

Since we can t actually import a PDF, we re going to do some copy paste magic.

Open up your PDF in Acrobat Reader or whatever PDF reader you are using and either Select All or Select just the portion you want to OCR. Then hit Copy.

(By the way, that s my picture of a Fung Wah bus that made it into New York Magazine. Aren t you proud of me?).

Then switch to MODI, and you would think you would go Edit Paste right? Of course not! This is Microsoft!

Instead go to Page and then Paste Page. Voila, the image you just copied is now in Microsoft Office Document Imaging.

Saving The Text

So now that you have the image in MODI, what do you do with it? To OCR the text, go Tools and then Recognize Text Using OCR.

You can then save it as a TIF (though I understand that only MODI can read that TIF), or MDI. Since that is more than a little useless, I m going to cover sending the text to Word.

To send the text (and graphics, if you d like) go up to Tools and then Send Text to Word. The OCR ed text will then appear in a Word document with all the images at the bottom, if you checked the Maintain Pictures in Output box.

So, again, this is not the greatest OCR process in the whole world, but hey. If you re a Windows user you probably already have Office, so it s good to know what is available if you ever need it.

This recommended Microsoft Office Document Imaging software really makes things different when I have no time to install other tools but want to get the text out of images desperately. However, it just allows to import file in MODI or TIFF rather than PDF, which seems inconvenient for me at most times. I am looking for a tool which will return the layout or coordinate information of words inside an image.
For example an image have some words. This tool should return the coordinates (x and y) of each word inside the image. I tried Microsoft OCR, but it is only for mobile applications.
Can you suggest anything?

Thank you so much for your very thorough article. It was very comprehensive and has provided me a very helpful direction for several problems with editing photos from my camera phone. Being notably smart phone (and OCR)illiterate was shocked find myself the owner of an android phone with camera. Although following the camera instructions included with the phone my first photo efforts were disappointing. At a total loss as to how to process pics for better reception.

As a seasoned photographer, hoped my new smart phone camera would be fun. Having spend HOURS of my precious weekend time researching and trying to find the burst collection of pictures I thought I took last evening discouraged to discover that they are only single snap shots and that my photo editor software really doesn t do much for them.

Will redirect my energies in your suggested directions: already owned printer/scanner software.

MODI is here, and useful.
The integrated OCR from Microsoft is less powerful than a free ocr I found online, but it s much much more easy to use.

And last point, I had a problem copying the pdf on a page, at first my pages were blank.
In Acrobat, I had to copy the file in the clipboard right after copying. And then everything went fluent.

Power Of Attorney

The following language grants an attorney-in-fact specific powers to administer digital assets.

Digital Assets. My attorney-in-fact shall have (i) the power to access, use and control my digital devices, including but not limited to, desktops, laptops, tablets, peripherals, storage devices, mobile telephones, smartphones, and any similar digital device which currently exists or may exist as technology develops or such comparable items as technology develops for the purpose of accessing, modifying, deleting, controlling or transferring my digital assets, and (ii) the power to access, modify, delete, control and transfer my digital assets, including but not limited to, my emails received, email accounts, digital music, digital photographs, digital videos, software licenses, social network accounts, file sharing accounts, financial accounts, domain registrations, DNS service accounts, web hosting accounts, tax preparation service accounts, online stores, affiliate programs, other online accounts and similar digital items which currently exist or may exist as technology develops or such comparable items as technology develops.

Wills

At the very least a will should include specific powers to handle digital assets and a definition of digital assets.

Digital Assets. My executor shall have the power to access, handle, distribute and dispose of my digital assets.

“Digital Assets.” “Digital assets” includes files stored on my digital devices, including but not limited to, desktops, laptops, tablets, peripherals, storage devices, mobile telephones, smartphones, and any similar digital device which currently exists or may exist as technology develops or such comparable items as technology develops. The term “digital assets” also includes but is not limited to emails received, email accounts, digital music, digital photographs, digital videos, software licenses, social network accounts, file sharing accounts, financial accounts, domain registrations, DNS service accounts, web hosting accounts, tax preparation service accounts, online stores, affiliate programs, other online accounts and similar digital items which currently exist or may exist as technology develops or such comparable items as technology develops, regardless of the ownership of the physical device upon which the digital item is stored.

Optionally you may want to specify another individual who is more technologically savvy to assist the executor in handling digital assets.

I authorize my executor to engage _____________ to assist in accessing, handling, distributing and disposing of my digital assets.

Finally it may be desirable to reference an external list of digital assets and relevant user names and passwords.

I have prepared a memorandum with instructions concerning my digital assets and their access, handling, distribution and disposition. I direct my executor and beneficiaries to follow my instructions concerning my digital assets.
