Greek debt relief ‘closer than ever’ but creditors must act, Greek prime minister says

ATHENS Greek Prime Minister Alexis Tsipras kept up his demand for debt relief from international lenders on Tuesday, saying Athens was close to securing a solution to ease its debt mountain but that creditors must meet there commitments.

Greece wants to wrap up negotiations with the lenders — the European Union and International Monetary Find — on reforms and on debt relief this month.

It needs another tranche of bailout money, wants to qualify for inclusion in the European Central Bank’s bond-buying program, and seeks to return to bond markets immediately afterwards.

“We are closer than ever to a substantial solution on debt relief,” said Tsipras reiterating that Greece had already agreed to apply more austerity after its current bailout expires and it was its lenders’ turn to fulfill their promises of discussions about debt relief.

“Τhe ball is no longer in our court,” he told reporters referring to lenders’ statements on debt relief in past years.

Despite Greece’s recent statements and a bailout review agreement at staff level, sources close to the lenders have been less optimistic seeing talks on debt relief lasting longer than May.

This is because of sharp differences between the IMF and Germany, Europe’s paymaster, over the Greece’s fiscal targets. The former says Greece’s target and debt are unsustainable; the latter, with an election coming, is less willing to drop its hard line.

After six months of tense talks, Athens and the lenders reached a deal last week on a set of additional reforms the country needs to implement in 2019-20, two years after its current, 86-billion euro bailout program expires.

Greece wants euro zone finance ministers to approve the reforms’ deal at a scheduled Eurogroup meeting on May 22 — a key condition for unlocking vital loans — but also agree on a formula to make its debt sustainable in the medium-term and long term.

Debt sustainability is key for the European Central Bank and the Washington-based IMF, which participated financially in the country’s first two rescue packages, but has yet to announce whether it will join Greece’s current program, the third since 2010.

Greek lawmakers are expected to vote on the new austerity package by May 18, before euro zone finance ministers assess the country’s progress.

Tsipras, who is sagging in opinion polls and whose term expires in 2019, controls 153 lawmakers in the 300-seat parliament and he is expected to pass the bill.

But the delays in the negotiations have slowed projected economic growth and have exacerbated reform fatigue after seven years of austerity hurting the government’s popularity further.

Asked whether he was considering a cabinet reshuffle, Tsipras ruled it out.

“We are not considering it. Our aim now is to speed up work as much as we can,” he said during a visit at the education ministry, where he announced a planned education reform.

Cyberespionage and ransomware attacks are on the increase warns the Verizon 2017 Data Breach Investigations Report

NEW YORK – Cyberespionage is now the most common type of attack seen in manufacturing, the public sector and now education, warns the Verizon 2017 Data Breach Investigations Report. Much of this is due to the high proliferation of propriety research, prototypes and confidential personal data, which are hot-ticket items for cybercriminals. Nearly 2,000 breaches were analyzed in this year’s report and more than 300 were espionage-related, many of which started life as phishing emails.

In addition, organized criminal groups escalated their use of ransomware to extort money from victims: this year’s report sees a 50 percent increase in ransomware attacks compared to last year. Despite this increase and the related media coverage surrounding the use of ransomware, many organizations still rely on out-of-date security solutions and aren’t investing in security precautions. In essence, they’re opting to pay a ransom demand rather than to invest in security services that could mitigate against a cyberattack.

“Insights provided in the DBIR are leveling the cybersecurity playing field,” said George Fischer, president of Verizon Enterprise Solutions. “Our data is giving governments and organizations the information they need to anticipate cyberattacks and more effectively mitigate cyber-risk. By analyzing data from our own security team and that of other leading security practitioners from around the world, we’re able to offer valuable intelligence that can be used to transform an organization’s risk profile.”

This year’s DBIR – the keystone report’s 10 th anniversary edition – combines up-to-date analysis of the biggest issues in cybersecurity with key industry-specific insights, putting security squarely on the business agenda. Major findings include:

  • Malware is big business. Fifty-one (51) percent of data breaches analyzed involved malware. Ransomware rose to the fifth most common specific malware variety. Ransomware – using technology to extort money from victims – saw a 50 percent increase from last year’s report, and a huge jump from the 2014 DBIR where it ranked 22 in the types of malware used.
  • Phishing is still a go-to technique. In the 2016 DBIR, Verizon flagged the growing use of phishing techniques linked to software installation on a user’s device. In this year’s report, 95 percent of phishing attacks follow this process. Forty-three percent of data breaches utilized phishing, and the method is used in both cyber-espionage and financially motivated attacks.
  • Pretexting is on the rise. Pretexting is another tactic on the increase, and the 2017 DBIR showed that it is predominantly targeted at financial department employees – the ones who hold the keys to money transfers. Email was the top communication vector, accounting for 88 percent of financial pretexting incidents, with phone communications in second place with just under 10 percent.
  • Smaller organizations are also a target: Sixty-one (61) percent of victims analyzed were businesses with fewer than 1,000 employees.

“Cyber-attacks targeting the human factor are still a major issue,” says Bryan Sartin, executive director, Global Security Services, Verizon Enterprise Solutions. “Cybercriminals concentrate on four key drivers of human behavior to encourage individuals to disclose information: eagerness, distraction, curiosity and uncertainty. And as our report shows, it is working, with a significant increase in both phishing and pretexting this year.”

Business sector insights give real-life customer intelligence

This year’s report provides tailored insights for key business sectors, revealing specific challenges faced by different verticals, and also answering the “who? what? why? and how?” for each. Key sector-specific findings include:

  • The top three industries for data breaches are financial services (24 percent); healthcare (15 percent) and the public sector (12 percent).
  • Companies in the manufacturing industry are the most common targets for email-based malware.
  • Sixty-eight (68) percent of healthcare threat actors are internal to the organization.

“The cybercrime data for each industry varies dramatically,” comments Sartin. “It is only by understanding the fundamental workings of each vertical that you can appreciate the cybersecurity challenges they face and recommend appropriate actions.”

Now in its tenth year, the “Verizon 2017 Data Breach Investigations Report ” leverages the collective data from 65 organizations across the world. This year’s report includes analysis on 42,068 incidents and 1,935 breaches from 84 countries. The DBIR series continues to be the most data-driven security publication with the largest amount of data sources combining towards a common goal – slicing through the fear, uncertainty and doubt around cybercrime.

Get the basics in place

With 81 percent of hacking-related breaches leveraging either stolen passwords and/or weak or guessable passwords, getting the basics right is as important as ever before. Some recommendations for organizations and individuals alike include:

  1. Stay vigilant – log files and change management systems can give you early warning of a breach.
  2. Make people your first line of defense – train staff to spot the warning signs.
  3. Keep data on a “need to know” basis – only employees that need access to systems to do their jobs should have it.
  4. Patch promptly – this could guard against many attacks.
  5. Encrypt sensitive data – make your data next to useless if it is stolen.
  6. Use two-factor authentication – this can limit the damage that can be done with lost or stolen credentials.
  7. Don’t forget physical security – not all data theft happens online.

“Our report demonstrates that there is no such thing as an impenetrable system, but doing the basics well makes a real difference. Often, even a basic defense will deter cybercriminals who will move on to look for an easier target,” concludes Sartin.

Singapore offshore vessel owner Pacific Radiance has been granted S$85m ($61.5m) worth of loans under two Singapore government-backed financing schemes.

The company has taken loans under two programs, the Internationalisation Finance Scheme by International Enterprise Singapore and the Bridging Loan scheme by Spring Singapore, to help support its working capital needs over the medium term.

Pang Yoke Min, executive chairman of Pacific Radiance, said: “We are pleased to be eligible for the two schemes, which have allowed the Group to secure maximum loans of S$85 million. The loan approvals from both the participating banks, DBS and UOB, and government agencies reflect their strong support to help the Group overcome the downturn.”

The Internationalisation Finance Scheme and Bridging Loan scheme were set up to help local offshore and marine companies gain access to working capital and financing in order to weather the industry downturn.

    U.S. government bond funds

    These funds invest primarily in bonds issued by the U.S. Treasury or federal government agencies, which means you don’t have to worry about credit risk. But because of their higher level of safety, their yields and total returns tend to be slightly lower than those of other bond funds.

    That’s not to say government bonds funds don’t fluctuate — they do, right along with interest rates. If you can’t tolerate swings of more than a few percentage points, stick to short-term government bond funds. If you’re willing to take on a little more risk, then you can pick up a bit more yield with intermediate government bond funds. If you plan on holding on for several years and can handle broader swings, long-term government bond funds will provide even more yield.

    Corporate bond funds

    Funds in this category buy the bonds issued by corporations.

    When researching corporate bonds funds, consider the credit quality of the individual bonds they hold (most hold highly rated bonds, AAA to A minus or A3, but some take more risk by adding small doses of high-yielding junk bonds.) Also consider the average maturity of the bonds — the longer the average maturity, the greater the volatility.

    High-yield bond funds

    Also known as junk bond funds, high-yield funds invest in debt of fledgling or small firms whose staying power is untested as well as in the bonds of large, well-known companies in weakened financial condition.

    The potential for these companies to default on their interest payments is much greater than on higher quality bonds, but since they usually hold more than 100 issues, a default here and there won’t capsize the fund.

    There is more risk, however, and for that, you get higher yields — from 3 to as much as 10 percentage points more than safer bond funds. These funds tend to shine when the economy is on a roll, and suffer when the economy is fading (increasing the chance of default).

    Municipal bond funds

    Tax-exempt bond funds — also known as muni bond funds — invest in the bonds issued by cities, states, and other local government entities. As a result, they generate dividends that are free from federal income taxes.

    The income from muni bond funds that invest only in the issues of a single state is also exempt from state and local taxes for resident shareholders. Once you factor in the tax benefits, muni funds often offer better yields than government and corporate funds.

    Among the changes announced by the federal government in its budget yesterday is the cancellation of the Canada savings bond program, a savings vehicle many employers have long included as a payroll deduction option for their employees.

    The program, which dates back to 1946 and peaked in the late 1980s at nearly $55 billion of federal market debt, has fallen to about $5 billion. The government says discontinuing the sale of new bonds this year will save money from reduced administration costs and notes the move will allow it to focus on cheaper funding options, such as issuing wholesale debt.

    No real surprise there, really, says Walter Posiewko, a senior portfolio manager at RBC Global Asset Management.

    It became an inefficient way of funding the government, he adds. It was probably a good thing to do.

    In 2015, the government commissioned a review of the program that found that 88 per cent of Canada savings bonds were sold through payroll deductions. It was a benefit that employers offered employees, and now that benefit is gone, says Posiewko.

    Clearly, [with] Canada savings bonds going the way of the dodo bird, the same thing will happen to payroll savings plans as a result, he adds.

    Posiewko notes that in the 1980s, people had fewer investment options. So you had fairly good interest rates, you had a government guarantee attached to it, it was perfectly liquid at all times, it could be cashed at any time. These were all selling features at the time, as compared to today where you have, first and foremost, many more alternatives to the investor. And, of course, interest rates are much lower now, so it s not nearly as attractive as back then.

    New investment option for pension funds

    The budget also included a note that the government would soon propose legislation to establish the Canada infrastructure bank, with the goal of having it operational by late 2017. The bank will invest $35 billion over 11 years in infrastructure planning and funding and will bring together investment partners from various levels of government as well as the private sector. These investments will be made strategically, with a focus on large, transformative projects such as regional transit plans, transportation networks and electricity grid interconnections, the budget noted.

    There are a lot of details that need to be fleshed out on this idea, says Posiweko. In principle, the idea is a good one, but I can t really speak to it anymore than that because we don t know what the details are. So whether it s a good idea for institutional investors or not, it ll all come down to how it s structured, how it s proposed, what the breakdowns are for the reutrns for institutional investors money.

    Electronic T4 changes

    The budget also allows employers to deliver T4 statements electronically to current employees, without receiving express consent beforehand.

    We re really seeing this as a win-win-win, actually, says Rachel De Grâce, manager of advocacy and legislative content at the Canadian Payroll Association. A win for the employers who can go ahead in harnessing electronic efficiencies. A win for government because it ll further support the government s own requirement to receive T4s electronically by employers [with more than 50 staff]. And we feel it ll even reduce the amount of paper T4s that the CRA is receiving, and this will further encourage more and more employees to file their taxes electronically.

    In 2016, a survey from the Canadian Payroll Association found that 95 per cent of employees prefer electronic T4s or don t have a preference. A third of employers already provide them.

    De Grâce also notes each paper T4 costs $5 more than an electronic version, given costs such as paper, ink, envelopes, staff who deliver the forms and postage. There are 20 million Canadians who receive paper T4s but who don t use them because they file their taxes electronically, she says. So collectively, employers will save $100 million each year by sending electronic copies instead.

    Later in the year, the minister of national revenue will announce privacy safeguards, including giving print copies to employees on leave and former workers, the budget noted. Active employees can also request paper copies.

    But De Grâce says employees should feel more secure with electronic T4s. There were previous problems with the window envelopes where, if you shook the envelope a little bit, you could actually see someone s social insurance number, she notes. And even with better envelopes, the document can easily fall into the wrong hands, putting a lot of personal information at risk, she adds.

    Other budget changes include the elimination of the tax deduction tied to employee home relocation loans. Evidence suggests that this deduction disproportionately benefits the wealthy, and does little to help the middle class and those working hard to join it, the budget documents noted.

    The Dominican Republic was explored by Columbus on his first voyage in 1492. He named it La Espa ola, and his son, Diego, was its first viceroy. The capital, Santo Domingo, founded in 1496, is the oldest European settlement in the Western Hemisphere.

    Spain ceded the colony to France in 1795, and Haitian blacks under Toussaint L’Ouverture conquered it in 1801.     President Buenaventura B ez, faced with an economy in shambles, attempted to have the country annexed to the U.S. in 1870, but the U.S. Senate refused to ratify a treaty of annexation. Disorder continued until the dictatorship of Ul ses Heureaux; in 1916, when chaos broke out again, the U.S. sent in a contingent of marines, who remained until 1924.

    A sergeant in the Dominican army trained by the marines, Rafa l Leonides Trujillo Molina, overthrew Horacio V squez in 1930 and established a dictatorship that lasted until his assassination in 1961, 31 years later. In 1962, Juan Bosch of the leftist Dominican Revolutionary Party, became the first democratically elected president in four decades.

Full independence from the Hapsburgs was not achieved until the end of World War I, following the collapse of the Austrian-Hungarian Empire.

    A union of the Czech lands and Slovakia was proclaimed in Prague on Nov. 14, 1918, and the Czech nation became one of the two component parts of the newly formed Czechoslovakian state. In March 1939, German troops occupied Czechoslovakia, and Czech Bohemia and Moravia became German protectorates for the duration of World War II. The former government returned in April 1945 when the war ended and the country’s pre-1938 boundaries were restored. When elections were held in 1946, Communists became the dominant political party and gained control of the Czechoslovakian government in 1948. Thereafter, the former democracy was turned into a Soviet-style state.

    Nearly 42 years of Communist rule ended with the nearly bloodless velvet revolution in 1989. V clav Havel, a leading playwright and dissident, was elected president of Czechoslovakia in 1989. Havel, imprisoned twice by the Communist regime and his plays banned, became an international symbol for human rights, democracy, and peaceful dissent. The return of democratic political reform saw a strong Slovak nationalist movement emerge by the end of 1991, which sought independence for Slovakia. When the general elections of June 1992 failed to resolve the continuing coexistence of the two republics within the federation, Czech and Slovak political leaders agreed to separate their states into two fully independent nations. On Jan. 1, 1993, the Czechoslovakian federation was dissolved and two separate independent countries were established the Czech Republic and Slovakia. The Czech Republic joined NATO in March 1999.

    In Aug. 2002, severe flooding caused 70,000 people in Prague and 200,000 nationwide to be evacuated.

In 1808, the people revolted and captured Santo Domingo the next year, setting up the first republic. Spain regained title to the colony in 1814. In 1821 Spanish rule was overthrown, but in 1822 the colony was reconquered by the Haitians. In 1844, the Haitians were thrown out and the Dominican Republic was established, headed by Pedro Santana. Uprisings and Haitian attacks led Santana to make the country a province of Spain from 1861 to 1865.

    President Buenaventura B ez, faced with an economy in shambles, attempted to have the country annexed to the U.S. in 1870, but the U.S. Senate refused to ratify a treaty of annexation. Disorder continued until the dictatorship of Ul ses Heureaux; in 1916, when chaos broke out again, the U.S. sent in a contingent of marines, who remained until 1924.

    A sergeant in the Dominican army trained by the marines, Rafa l Leonides Trujillo Molina, overthrew Horacio V squez in 1930 and established a dictatorship that lasted until his assassination in 1961, 31 years later. In 1962, Juan Bosch of the leftist Dominican Revolutionary Party, became the first democratically elected president in four decades.
