    As the last flights arrived back in Britain with Monarch passengers on board, a key travel industry figure has said he was “disgusted” with the Government’s decision to spend £60m on the airlift – and then demand money back from travel agents and operators.

    Monarch Airlines folded in the early hours of 2 October, with more than 100,000 holidaymakers abroad. The collapse coincided with the first day of the Conservative Party conference – which Derek Moore, chairman of the Association of Independent Tour Operators (AITO), said was a relevant factor.

    He told The Independent: “When Monarch goes down, and the majority of seats are seat-only and therefore not covered, I can only assume that because the Conservatives were having a conference, and because they’ve got a slim majority and are not very popular, they decided to take some decisive action. And they ordered that people be flown home.”

    The 14-day airlift has brought back 109,025 passengers free of charge, keeping as closely as possible to the original departure times. Aircraft and crews have been chartered mainly from abroad, with US, Canadian and Qatari airlines among the 28 carriers used.

    On the aircraft, passengers are invited to fill in forms which explain: “For the Government to reclaim the cost of this replacement flight direct from ATOL or credit and debit card companies, we need to know how you booked your flight.” There is no obligation to complete the form.

    Air Travel Organiser’s Licence (ATOL) cover is mandatory for flights and accommodation sold together in the same transaction, or within two successive days. Travel firms must pay £2.50 per person, with the money going into the Air Travel Trust Fund.

    A small percentage of passengers were on Monarch-organised holidays, and the Government will claim for their flights from the fund.

    But Mr Moore said holiday firms that had contracted Monarch to fly customers are now being asked to pay a substantial part of the cost: £250 for each passenger brought home.

    “They are now talking about, ‘You have to pay £250 as an operator for people to be repatriated.’

    “The travel industry is frankly disgusted.”

    There is deep concern among travel agents and tour operators that the decision to bring everyone home at no charge to themselves undermines the Atol scheme and rewards travellers who have decided to make their own arrangements with no consumer protection.

    “We have been obediently paying into the Atol fund, which is now so rich that the Monarch collapse is a drop in the ocean, and now we’re being asked for more,” he said.

    “This now sets a precedent for the next failure.”

    The cost for each passenger flown home was £550. Even when halved because of the “empty leg” outbound, at £275 it is far more than the original fares paid.

    Noel Josephides, chairman of ABTA, closed the travel association’s annual convention with an attack on the cost of the airlift – and the lack of consultation.

    “The Government sometimes treats us as if we know nothing about the very industry in which we work,” he said.

    “Abta is a serious organisation, a regulator in its own right, but was never asked whether it felt the industry could handle such a failure without outside intervention – or whether this could be done at a more reasonable cost.”

    A Department for Transport spokesman said: “The Government launched the biggest ever peacetime repatriation to bring back 110,000 people.

    “Work is ongoing with the travel operators and card companies to help recover costs.”

    Transport Secretary Chris Grayling is to face questions about the rescue at the Transport Select Committee on Monday afternoon.

    Finding commonality among classes makes for effective object-oriented programming. Often, programmers express that commonality using an inheritance hierarchy, since that is one of the first concepts taught in object-oriented programming. We’re going to go to the other extreme in this chapter to explore the difference between using inheritance and using interfaces. An excerpt from Interface Oriented Design.

    The key to maintaining a good employment outlook in IT, it seems, is to move out of programming and up into more business-oriented IT positions such as systems analyst, business analyst, project manager, or systems architect. However, a computer programmer can’t just decide to become a systems analyst or project manager overnight.

    At a breakfast seminar here June 6 on “Factors for IT Project Success and Failure,” Prof. June Verner of NICTA provided a fascinating mix of surprises and predictables related to her subject topic. The findings came from NICTA’s study of 400 projects in the U.S. Australia, and Chile, using questionnaires and interviews to discuss success and failure factors with practitioners.

    When we’re testing any software, we are faced with the tradeoff of cost and benefit of testing. With complex software, the costs of testing can grow faster than the benefits of testing. If we apply techniques like the ones in this article, we can dramatically reduce the cost of testing our software. This is what we mean when we say test smarter, not harder.

    Once we realize that we are committed to a future full of testing, it is worth exploring what testing really means. I would assert that there are several flavors of testing, and that all too often when we speak of testing we consider far too few of those flavors. An excerpt from Software Conflict 2.0.

    So what does it mean to be a professional programmer? What does it mean to be a professional anything. Some definitions simply say to be a professional is “to make money from a skill,” but true professionals also have a set of qualities often described as “professionalism.” In my opinion, these qualities are.

    In this article I will begin with a discussion of home-grown vs. off-the-shelf persistence solutions, including areas to consider when deciding between the two, and advice for choosing the best off-the-shelf solution to meet your needs. I will also share suggestions and advice from my own experiences with O/R mapping and persistence APIs, with a focus on “best practices.”

    These essays by Jack W. Reeves offer three perspectives on a single theme, namely that programming is fundamentally a design activity and that the only final and true representation of “the design” is the source code itself.

    Everyone! Particularly those who have ever experienced any of the following as an agent:

    You place an urgent call into your IMO or upline support personnel at 5:01pm, only to discover that they’ve gone home for the night or weekend. Nonetheless, you leave an urgent message requesting information on the best way to write a prospect for whom you’re currently trying to write a policy. Unfortunately, your IMO lives by the Mon-Fri 8-5 work shift, and therefore, doesn’t receive your email or voicemail until the next business day. By this time, you’ve lost the chance of a sale.

    You submit a new application on behalf of a client. When you attempt to contact your IMO 3 weeks later (after realizing the insurance carrier shows no sign of ever receiving the application), you never get a call back, thus leaving your client hanging in the air, while you attempt to track down the application. Low and behold, after another week goes by, you find out that your IMO’s “assistant” had a dead car battery, which “somehow” delayed processing and submitting your client’s application. (Yes, this actually happened to an agent of ours, while with his previous IMO.)

    Being told that since you are a “captive agent”, you are assigned a “territory” in which to sell. You are restricted to this area, without an opportunity to sell products from other carriers, or to expand your market in an effort to increase sales and income.

    Being mislead by some MLM operation into believing you’ll make over $100,000 your FIRST year as an agent. Then discovering that as you work hard to make your measly 50-80% commission (as opposed to 90-120%), someone above you is collecting a chunk of your commission, while YOU do all the work!!

    We realize that the purpose of an IMO is to serve as a direct line of support between the agent and carrier. If an agent has a need related to sales or prospecting, they should be able to rely on their IMO to assist, particularly when the carrier may not be reachable (such as during evenings and on weekends).

    We almost always respond to an agent’s phone call or email within 30 minutes, if not immediately. This is no different during evenings and weekends, as we understand that many times, agents have to set sales appointments during those days and times. With today’s technology regarding the mobile capabilities of an office, there’s never an excuse as to why an agent must wait until the following day for assistance with an immediate need.

    We believe in personalized attention. We make a point of learning your target market, in order to ensure you have the best carriers and products available when prospecting for business. We never play “favorites” with any carrier. If they want the business, they should focus on offering the best product at the best price. Additionally, we learn about our agents and their strengths, as well as any weaknesses. We encourage all of our agents to work together when possible in order to help each other with prospecting ideas and anything else that can help us all achieve greater sales success. Just because you’re independent, does NOT mean you’re on your own!!

    Same-day underwriting risk assessments. We understand that there will be times when even the most experienced agents will come across an individual with a complex assortment of medical ailments, past and present. It is nearly impossible to memorize every medical underwriting guideline from every carrier. Therefore, in the event an agent is in need of a last minute assessment regarding the best carrier product for their client, they can always count on us to offer immediate assistance in regards to helping them determine the best fit for the situation. Many IMO’s simply say “Send in this risk assessment form, and we should hopefully have a response in 2-3 days.” However, we understand that sometimes you don’t have 3 days, let alone 3 hours to get a response, without jeopardizing a potential sale .

    Becoming an independent travel agent can still be a very profitable business to consider. According to a study by ASTA (American Society of Travel Agents), and NACTA ((National Association of Career Travel Agents), 57 percent of independent travel agents saw an increase in sales in 2010, even with the downturned economy.

    The study from ASTA and NACTA also concludes that:

    Developing a niche specialty of travel, such as cruise sales, can be one of the most important factors in developing a travel business. A successful agent needs to develop knowledge and experience about some aspect of travel. The study also shows that most independent agents do not use a GDS, which is important to have in order to sell airline tickets. An inexperienced agent can sell a cruise with some basic training and cruise vacation experiences. But to sell airline tickets efficiently requires experience and more training.

    Needless to say agents with more experience, knowledge, and salesmanship should have an easier time of developing a profitable home based travel business.

    Some essential characteristics to look for in a host agency:

    • Does the company offer agent support, including accounting, technical, marketing and commission tracking?
    • Look for high vendor commissions. Host travel agencies earn commissions from vendors based upon the number of annual sales and other negotiated factors.
    • High agent/host agency commission ratio. Host agencies divide commissions with agents, but some also charge monthly fees or other agent charges.
    • Check to see what training programs are offered by the host agency.
    • What GDS booking systems does the host agency use? Is it a system the agent is already familiar with, or is GDS training provided as well?
    • Are marketing opportunities offered?
    • Does the host agency offer internet sales, or a web site ?
    • Check which travel companies the agency is partnered with. Many agencies have preferred vendors that have higher negotiated commissions that also have an above average reputation.
    • Does the agency belong to ASTA, CLIA (Cruise Lines International Association ), IATA (International Air Transport Association), NACTA ?
    • Does the agency give agents referrals to potential clients?
    • Who keeps track of sales and commissions? Does the agency give an agent a sales report?
    • How often does the host agency pay the agents?
    • What type of invoicing and record keeping is the agent required to do?
    • Is the agent required to pay for error and omission insurance or bonding?
    • What office equipment is required by the host agency?

    Advantages and benefits as an independent travel agent:

    • Earn travel discounts for hotel stay, car rentals. cruises, and tours.
    • Be your own boss and work at your own schedule. Although this sounds pretty dreamy, many clients think that if an agent works from home, that makes them available any day at any hour. Hours should be set and adhered to as much as possible, unless unrestricted work hours are offered as an extra benefit the agent presents to their clients.
    • Learn more about world geography and cultures.
    • Home based agents are often eligible for some travel expense and home tax deductions .
    • Possibility to make a profitable career doing a job you enjoy.
    • Ability to network with others in the travel workforce.

    Since individuals do not require travel agency experience to be an independent travel agent, there are hundreds of companies that offer to be host agencies for beginners. Before signing on with a company who presents an enticing website or tries to sell a package to become a travel agent, ask a lot of questions and see in writing what benefits will be received as an agent, and what expenses the agent will be responsible for. Check with reputable local travel agencies to see what they require to begin as an independent travel agent.

SHO generates its own revenues to the extent possible and manages resources well, but still there are unmet needs that require us to ask for help from individuals, businesses, and foundations to assure high care for all residents.

    1987: Ecumenical Housing was changed to Senior Housing Options to reflect its expanded operation throughout the State of Colorado and to more clearly reflect our mission. With the success and positive feedback from both residents and families, we began receiving requests to manage and/or build facilities from other organizations outside the metro Denver area.

    1987: Aging in Place leads to Assisted Living. It became apparent that as many of the residents in these two initial properties were getting older and they needed additional services. SHO began creating assisted living residences which were licensed by the State and certified to accept residents receiving Medicaid.

    1985: Downtown Denver Inc. Award of Merit

    1979: Ecumenical Housing is created. Ecumenical Housing was a community effort developed to serve elderly and disabled people being displaced from their homes in downtown Denver due to urban renewal. New office towers were quickly dislocating people who had resided in affordably priced hotels and boarding homes. The first two acquisitions to respond to this need were the Olin Apartments and The Barth Hotel.

    The main draw of Khuean Srinagarindra National Park, Huai Mae Khamin is a seven-tier waterfall flowing down some 1.8 kilometres of hillside blanketed in bamboo and banyan. Between the main tiers are countless smaller rock shelves, smoothed by the flow over untold time. Hot-tub-size travertine pools emerge here and there, with larger swimming holes found at many of the main tiers.     You may not think of this as important when vetting out your host agencies, but making sure the host agency follows the independent contractor rules of the government is as important of a question as how much it costs to join or what the commission split is. Being an independent contractor travel agent and an employee is important to differentiate.

    Why Should Misclassification Concern You?

    If the host agency is audited and found to have misclassified their independent contractor travel agents, the fines and back taxes add up to a huge price tag. It s not pretty. A New York Times article has a company that misclassed 18 workers getting a $328,500 penalty bill. Most host agencies have more than 18 home based agents working under them. Catch my drift? A host agency that isn t protecting themselves from misclassification could easily go bankrupt with fines this high.

    Increased Audits

    The government loses millions of dollars in taxes from misclassified workers. As the government continues to see record deficits, there has been a crackdown on independent contractor classification.

    Independent Contractor Classification

    I wish I could tell you independent contractor classification is cut and dry, but it s murky waters. Beyond the fact that there is room for interpretation in the existing independent contractor laws, the laws vary by state and there are also the federal government s independent contractor laws. However, your host agency should be well-versed in what they re doing to protect themselves and their agent network so don t be afraid to ask. In this case, knowledge is power. Being aware this is even an issue and properly screening your host agency is the first step. Next step, avoid any pitfalls by looking for major red flags. Be aware that you may not be an independent contractor if the host agency:

      • Requires you work certain hours
      • Requires you to be at a certain location
      • Requires you work in a certain way
      • Gives you benefits

    Making sure your host agency has a written contract indicating that you are an independent contractor and your responsibilities is another foundation that is important to lay.

    Becoming an independent travel agent can still be a very profitable business to consider. According to a study by ASTA (American Society of Travel Agents), and NACTA ((National Association of Career Travel Agents), 57 percent of independent travel agents saw an increase in sales in 2010, even with the downturned economy.

    The study from ASTA and NACTA also concludes that:

    Developing a niche specialty of travel, such as cruise sales, can be one of the most important factors in developing a travel business. A successful agent needs to develop knowledge and experience about some aspect of travel. The study also shows that most independent agents do not use a GDS, which is important to have in order to sell airline tickets. An inexperienced agent can sell a cruise with some basic training and cruise vacation experiences. But to sell airline tickets efficiently requires experience and more training.

    Needless to say agents with more experience, knowledge, and salesmanship should have an easier time of developing a profitable home based travel business.

    Some essential characteristics to look for in a host agency:

    • Does the company offer agent support, including accounting, technical, marketing and commission tracking?
    • Look for high vendor commissions. Host travel agencies earn commissions from vendors based upon the number of annual sales and other negotiated factors.
    • High agent/host agency commission ratio. Host agencies divide commissions with agents, but some also charge monthly fees or other agent charges.
    • Check to see what training programs are offered by the host agency.
    • What GDS booking systems does the host agency use? Is it a system the agent is already familiar with, or is GDS training provided as well?
    • Are marketing opportunities offered?
    • Does the host agency offer internet sales, or a web site ?
    • Check which travel companies the agency is partnered with. Many agencies have preferred vendors that have higher negotiated commissions that also have an above average reputation.
    • Does the agency belong to ASTA, CLIA (Cruise Lines International Association ), IATA (International Air Transport Association), NACTA ?
    • Does the agency give agents referrals to potential clients?
    • Who keeps track of sales and commissions? Does the agency give an agent a sales report?
    • How often does the host agency pay the agents?
    • What type of invoicing and record keeping is the agent required to do?
    • Is the agent required to pay for error and omission insurance or bonding?
    • What office equipment is required by the host agency?

    Advantages and benefits as an independent travel agent:

    • Earn travel discounts for hotel stay, car rentals. cruises, and tours.
