NEW YORK (AP) — Planning a trip? Check out deals being offered by the travel industry as part of Black Friday and CyberMonday promotions.

But do your homework, cautions Pauline Frommer, editorial director of Frommer’s.

“I think they’re a mix when it comes to travel,” she said. “I’ve seen a number of excellent deals over the years, but just as many — if not more — silly promotions, so-called deals that really have more to do with getting a particular hotel, chain, tour company or cruise line noticed than they do with saving people money.”

On the other hand, she says, “savvy travelers, who check to make sure that what they’re getting is actually a deal, can sometimes score big.”

Many hotels and resorts — from Atlantis in the Bahamas to select Vail Resorts properties — are advertising promotions, as are some tour companies. BedandBreakfast.com is offering a $50 Restaurant.com gift card free with a $100 BedandBreakfast.com Getaway Gift card purchased between Nov. 28 and Dec. 1 with the code MERRYGC. The Trump Hotel Collection is offering 30 percent off all suites booked between Nov. 28 and Dec. 1 for stays Jan. 1- March 1, 2015. And Gate 1 Travel is offering discounts of at least 10 percent on purchases between $500 and $10,000 made with a promotion code online Nov. 27 and by phone Nov. 28.

Some cruise sites and companies are advertising deals, but Cruise Week editor Mike Driscoll thinks “there’s nothing really out of the ordinary being offered beyond what has been seen in the last two months.” Which doesn’t mean you can’t find bargains — but they’re not just Black Friday-CyberMonday deals. “Due to lingering overcapacity, there are still bargains to be found for close-in Caribbean sailings and that continues through March departures,” Driscoll said.

George Hobica, founder of Airfarewatchdog.com, is encouraging travelers to take a look at what’s out there. “In past years, the deals have been highly discounted compared to regular sales, but usually the actual travel window is limited and availability might be limited, so we recommend monitoring airlines and hotel companies on Twitter and opening email when the cock crows,” he said, adding, “The early shoppers will get the deals.”

    Traveling parents are in a bind: They don’t want to lug a heavy car seat from home through the airport or risk it getting damaged in the cargo hold, so they opt for renting — but car rental agencies charge between $8 and $13 per car seat, per day. After a few days of renting, you can spend as much as a brand new seat costs — although picking one up safely with kids in tow upon landing would be a challenge.

    So, parents open their wallets.

    Worse yet, there’s no guarantee that a rented car seat will be in safe condition. Or clean. Or come with an instruction manual on how to install it. Or even be there.

    Rental car companies Avis and Hertz told NBC News they provide car seats to its customers as a convenience.

    “The daily rental fee pays for a national inventory across all our locations of many more seats than are necessary to meet the demand,” said Hertz spokeswoman Paula Rivera. (The fee is waived for one seat at Hertz for AAA members.)

    Laura Bryant, spokeswoman for Enterprise, which also owns Alamo and National, forwarded a copy of Enterprise’s FAQ on child safety seat rental, which says the car rental company “takes child safety and protection very seriously,” and that each seat comes attached with an installation manual for customers to use.

    But some parents arrive at the car rental agency and find demand has exceeded the supply of safe, available seats.

    Four car seats in a row appeared to be too dirty, flimsy or missing a safety clip when Nathaniel Kelso rented from Dollar Rent A Car after landing in Washington-Dulles in June. He ended up buying a new car seat for his four-month-old, getting a partial refund from Dollar, and selling the car seat at a loss when he got back home.

    “We weren’t expecting a luxury seat, but we were expecting something made within the last few years, still serviceable, and clean,” said the 33-year-old design technologist from San Francisco. Dollar didn’t respond to a request for comment.

    Stress for parents flying with kids is magnified when a critical travel safety component is missing. While child passenger safety laws vary by state. all states require car seats depending on a child’s age and weight.

    Avis was out of car seats when Lori Philips landed in Orlando — despite her calling three times ahead to confirm availability. The car rental agency told her they would refund her purchase if she bought one nearby at Walmart, which would have required her driving there without her three-year-old son in a car seat.

    After the 29-year-old social media manager sent a few angry tweets, Avis found a car seat. “But the damage had been done,” she said, “and I will never travel without my own car seat.” Avis didn’t respond to a request for comment.

    Stories like these are why Dr. Alisa Baer, a pediatrician and nationally certified child car safety expert known as “The Car Seat Lady,” says it’s best to bring your own.

    To avoid the lug factor, Baer recommends a few travel-friendly options. Wheeling devices, such as the GoGoBabyz Travelmate or Brica Roll N’ Go. can make navigating the airport easier. For forward-facing kids up to 65 lbs. the Safety 1st Go Hybrid is a 5-point harness seat that weighs 10 lbs and comes with a travel bag. While the Go can’t be used on the plane itself, it fits into an overhead bin. And for kids in boosters, Baer recommends either the Bubble Bum booster. which weighs a pound and can fit in a child’s bag, or the Safety 1st Boostapak. a child-size backpack with a built-in booster seat.

    While bringing your own seat might seem like just another burden to juggle for parents already laden with multiple bags of children’s supplies, and using it on the plane will require purchasing an extra ticket for children under two, safety must be a non-negotiable, said Baer.

    “It’s one thing to leave your diet at home while on vacation,” she said. “It’s another to leave your child’s car seat at home.”

    U.S. to pay billions to Marines affected by contaminated drinking water

    WASHINGTON — After years of waiting, veterans who were exposed to contaminated drinking water while assigned to Camp Lejeune in North Carolina may now be able to receive a portion of government disability benefits totaling more than $2 billion.

    Beginning in March, the cash payouts from the Department of Veterans Affairs may supplement VA health care already being provided to eligible veterans stationed at the Marine base for at least 30 cumulative days between Aug. 1, 1953, and Dec. 31, 1987. Veterans will have to submit evidence of their diagnoses and service information.

    Outgoing VA Secretary Bob McDonald determined that there was sufficient scientific and medical evidence to establish a connection between exposure to the contaminated water and eight medical conditions for purposes of awarding disability compensation.

    The estimated taxpayer cost is $2.2 billion over a five-year period. The VA estimates that as many as 900,000 service members were potentially exposed to the tainted water.

    This is good news, said retired Marine Master Sgt. Jerry Ensminger, whose daughter Janey was born in 1976 while he was stationed at Lejeune. Janey died from leukemia at age 9. Ensminger now heads a veterans group, The Few, The Proud, The Forgotten, which advocates for those seeking disability compensation.

    This has been a hard, long slog, said Ensminger, who argues the government must go further in covering additional diseases. This is not the end of the issue.

    The new rule being announced Friday covers active duty, Reserve and National Guard members who developed one of eight diseases: adult leukemia, aplastic anemia, bladder cancer, kidney cancer, liver cancer, multiple myeloma, non-Hodgkin s lymphoma and Parkinson s disease.

    Documents uncovered by veterans groups over the years suggest Marine leaders were slow to respond when tests first found evidence of contaminated ground water at Camp Lejeune in the early 1980s. Some drinking water wells were closed in 1984 and 1985, after further testing confirmed contamination from leaking fuel tanks and an off-base dry cleaner. The Marine Corps has said the contamination was unintentional, occurring when federal law didn t limit toxins in drinking water.

    The 246-square-mile military training complex was established in 1941. The new federal rule covers Camp Lejeune and Marine Corps Air Station New River, including satellite camps and housing areas.

    Spurred by Ensminger s case, Congress in 2012 passed a bill signed into law by President Barack Obama extending free VA medical care to affected veterans and their families. But veterans were not automatically provided disability aid or survivor benefits. The issue has prompted lawsuits by veterans organizations, which note that military personnel in Camp Lejeune housing drank, cooked and bathed in contaminated water for years.

    Expanded coverage is making progress, but we also need to know whether the government may be purposely leaving people out, said Rick Weidman, executive director of Vietnam Veterans of America.

    Affected veterans who were stationed at Camp Lejeune may now submit applications for benefits. Roughly 1,400 disability claims related to Lejeune are already pending, and will be reviewed immediately, according to the VA.

    Some cruise sites and companies are advertising deals, but Cruise Week editor Mike Driscoll thinks “there’s nothing really out of the ordinary being offered beyond what has been seen in the last two months.” Which doesn’t mean you can’t find bargains — but they’re not just Black Friday-CyberMonday deals. “Due to lingering overcapacity, there are still bargains to be found for close-in Caribbean sailings and that continues through March departures,” Driscoll said.

    Traveling parents are in a bind: They don’t want to lug a heavy car seat from home through the airport or risk it getting damaged in the cargo hold, so they opt for renting — but car rental agencies charge between $8 and $13 per car seat, per day. After a few days of renting, you can spend as much as a brand new seat costs — although picking one up safely with kids in tow upon landing would be a challenge.

    So, parents open their wallets.

    Worse yet, there’s no guarantee that a rented car seat will be in safe condition. Or clean. Or come with an instruction manual on how to install it. Or even be there.

    Rental car companies Avis and Hertz told NBC News they provide car seats to its customers as a convenience.

    “The daily rental fee pays for a national inventory across all our locations of many more seats than are necessary to meet the demand,” said Hertz spokeswoman Paula Rivera. (The fee is waived for one seat at Hertz for AAA members.)

    Laura Bryant, spokeswoman for Enterprise, which also owns Alamo and National, forwarded a copy of Enterprise’s FAQ on child safety seat rental, which says the car rental company “takes child safety and protection very seriously,” and that each seat comes attached with an installation manual for customers to use.

    But some parents arrive at the car rental agency and find demand has exceeded the supply of safe, available seats.

    Four car seats in a row appeared to be too dirty, flimsy or missing a safety clip when Nathaniel Kelso rented from Dollar Rent A Car after landing in Washington-Dulles in June. He ended up buying a new car seat for his four-month-old, getting a partial refund from Dollar, and selling the car seat at a loss when he got back home.

    “We weren’t expecting a luxury seat, but we were expecting something made within the last few years, still serviceable, and clean,” said the 33-year-old design technologist from San Francisco. Dollar didn’t respond to a request for comment.

    Stress for parents flying with kids is magnified when a critical travel safety component is missing. While child passenger safety laws vary by state. all states require car seats depending on a child’s age and weight.

    Avis was out of car seats when Lori Philips landed in Orlando — despite her calling three times ahead to confirm availability. The car rental agency told her they would refund her purchase if she bought one nearby at Walmart, which would have required her driving there without her three-year-old son in a car seat.

    After the 29-year-old social media manager sent a few angry tweets, Avis found a car seat. “But the damage had been done,” she said, “and I will never travel without my own car seat.” Avis didn’t respond to a request for comment.

    Stories like these are why Dr. Alisa Baer, a pediatrician and nationally certified child car safety expert known as “The Car Seat Lady,” says it’s best to bring your own.

    To avoid the lug factor, Baer recommends a few travel-friendly options. Wheeling devices, such as the GoGoBabyz Travelmate or Brica Roll N’ Go. can make navigating the airport easier. For forward-facing kids up to 65 lbs. the Safety 1st Go Hybrid is a 5-point harness seat that weighs 10 lbs and comes with a travel bag. While the Go can’t be used on the plane itself, it fits into an overhead bin. And for kids in boosters, Baer recommends either the Bubble Bum booster. which weighs a pound and can fit in a child’s bag, or the Safety 1st Boostapak. a child-size backpack with a built-in booster seat.

    While bringing your own seat might seem like just another burden to juggle for parents already laden with multiple bags of children’s supplies, and using it on the plane will require purchasing an extra ticket for children under two, safety must be a non-negotiable, said Baer.

    “It’s one thing to leave your diet at home while on vacation,” she said. “It’s another to leave your child’s car seat at home.”
