Taking a long weekend?

Now, your wireless plan travels just like you do. When you take a trip abroad, you can add TravelPass℠. starting at just $2 a day per line and use your domestic voice, text and data plan while traveling to Mexico, Canada and beyond. What is a School Travel Plan?

A School Travel Plan (STP) is a document which sets out how a school will promote safer, active and sustainable travel to school, with the main emphasis being on reducing the number of children being driven to and from school.   A good STP should be based on consultation with teachers, parents, pupils and governors and other local people. In order to ensure that the plan remains relevant and appropriate to changing circumstances it is essential that the plan is reviewed and updated regularly.

An effective school travel plan puts forward a package of measures to:

  • reduce the number of vehicles on the journey to school
  • improve safety on the journey to school
  • encourage more active and sustainable travel choices

Visit your school’s web pages or ask at your school office to see a copy of your School’s Travel Plan.

Why have a School Travel Plan?

Encouraging active travel at schools has a wide range on benefits, both for the school community, but also for the area around the school and for the whole city in terms of less traffic and congestion. The b enefits of having an active School Travel Plan include.

For the pupils

  • Improving health and fitness by walking, scooting and cycling
  • Improving travel awareness and road user skills
  • Improving awareness of their surroundings

For the school​

  • Improving safety around the school
  • Reducing congestion around the school
  • Establishing safer walking and cycling routes around the school
  • Contributing to other school policies such as Eco- Schools/Healthy Schools etc
  • Linking to the National Curriculum
  • Reducing stress and time spent driving to school, especially when it is congested
  • Increasing quality parent/child contact time
  • Building better links with the school

For the local community

  • Improving the local environment by reducing air and noise pollution
  • Reducing congestion problems
  • Improving walking routes
  • Improving road safety

The more schools in the city which are developing and implementing the measures in their school travel plans, the greater cumulative effect there will be across the city, reducing the reliance on and impact of cars on the school journey, leading to less traffic and congestion in the city around the ‘school run’ period.

This guidance is both for schools working on school travel plans ( STPs ) to promote safer, active and sustainable travel to school, as well as for schools or developers preparing a STP for submission as part of a planning application.

These guidance notes, together with the example travel surveys below, should include all the information you need to write/review your STP.

Finding out how people are travelling to your school is a key part of developing a successful School Travel Action Plan. Before writing your School Travel Plan, travel surveys of pupils, staff, and parents/carers can be carried out.

Ideally all the surveys should be done on-line, including both infant and junior pupil surveys, for speed, accuracy, and ease of reporting.  We can help you by putting surveys on-line for your school on the Brighton Hove Council Consultation Portal, but we will need at least 2 weeks notice before the date you intend to survey. The surveys should usually be live for 2-3 weeks. See the example on-line surveys below.

These surveys are examples only and should not be used for your real surveys. You are, however, encouraged to try them out fully, including submitting them, but the answers will be deleted.

Allegiant Air is making Pittsburgh a base of operations

It won t arrive in time for Mardi Gras but Allegiant Air is giving Pittsburgh-area travelers reason to celebrate: A new nonstop flight to New Orleans.

Allegiant will start twice-weekly service to the Crescent City from Pittsburgh International Airport on Feb. 19. The airline, which is expanding rapidly in Pittsburgh, also is adding a new seasonal flight to Palm Beach, Fla. and expanding its seasonal service to Myrtle Beach.

Since touching down in Pittsburgh last February with flights to three Florida cities, the Las Vegas-based airline has added four others, counting the two new ones to be formally announced today.

It also will make Pittsburgh a base of operations next month, a distinction that will bring with it up to 40 jobs and a permanently-based 156-seat Airbus 319 aircraft.

With the new flights, Allegiant will become the airport s fourth largest carrier in terms of destinations behind Southwest, American and Delta.

Pittsburgh travelers have been pretty enthusiastic about us. We really saw an opening for ultra low-cost service, which Pittsburgh hasn t previously had. The response that we ve seen has been overwhelmingly positive, Allegiant spokesman Justin Ralenkotter said.

Pittsburgh has been without a nonstop flight to New Orleans for 10 years. For at least the last two years, the airport has been offering incentives such as landing fee waivers and increased marketing support to carriers willing to commit to nonstop flights to desired destinations.

In conjunction with that, Allegiant will not have to pay gate or landing fees for the New Orleans and Palm Beach flights for a year.

The twice-weekly New Orleans service will fly into Louis Armstrong New Orleans International Airport. Fares will start as low as $39 one way.

Seasonal twice-weekly service to Palm Beach International Airport also will begin Feb. 19 with fares as low as $39 and operate through May 16. Allegiant will be competing on that route with Southwest Airlines, which will be offering a Saturday-only nonstop to the same airport from March 12 through April 9.

We re really not competing for the same passengers as other carriers. We see ourselves as complementing or adding more choice to travel, Mr. Ralenkotter said.

Allegiant will be starting its seasonal twice weekly service to Myrtle Beach April 7 next year, two months earlier than this year.

Mr. Ralenkotter said the route has performed exceptionally well for us. The airline aims for planes that are at least 90 percent full, and the Myrtle Beach flight has exceeded those expectations, he noted.

He added there is no hard or fast rule how quickly the airline expands in a city. Cincinnati, which like Pittsburgh has lost an airline hub, currently has Allegiant flights to 11 cities. Indianapolis has flights to seven destinations.

Pittsburgh has done very well for us. We ve been very pleased with the results that we ve seen from the market there and how people have taken to our service in booking those flights, he said.

Deferred compensation plans, also known as 457 retirement plans are designed for state and municipal workers and employees of some tax-exempt organizations.

If you participate in a 457 plan, you can contribute a portion of your salary to a retirement account. That money and any earnings you accumulate are not taxed until you withdraw them.

The difference between a 401(k) and a 457 retirement plan

Although they’re alike in many ways, there are some differences between 401(k) and 457 plans, particularly when it comes to early withdrawal penalties and minimum required distributions.

With a 457 retirement savings plan:

  • There isn’t a minimum retirement age
  • There isn’t a 10% federal penalty for early withdrawal of funds, although withdrawals are subject to ordinary income taxes

What to know about prepaid plans

Prepaid phone plans are starting to mimic the traditional plans offered by major carriers such as Sprint, Verizon and AT T, minus the contract, credit check and expensive plan. Many prepaid providers are owned by those big-name carriers, which also offer their own prepaid plans.

There are some trade-offs with prepaid service, though. You pay full price for a new phone, rather than spreading the payments out over 24 months. So that iPhone 6S you’re eyeing will set you back about $650 upfront, instead of around $27 per month. And some prepaid carriers don’t carry the newest, most popular smartphones. But they almost all have the inexpensive phones — as low as $1 in some cases. Some prepaid providers will let you bring your own phone to their plans.

Before choosing a prepaid plan — or any cell phone plan. really — take stock of how you use your phone. If you regularly check email and Instagram, a pay-as-you-go plan is not for you. If you go days or weeks without using your phone, though, pay-as-you-go is a great option.

We evaluated prepaid cell phone plans offered by the following carriers: AT T, Boost Mobile, Consumer Cellular, Cricket, Google’s Project Fi, GreatCall, MetroPCS, Net10, Republic Wireless, Sprint, Straight Talk, T-Mobile, TracFone, Verizon Wireless and Virgin Mobile.

To determine the best plans, we looked at the monthly plan price before taxes and fees; high-speed data allotment; when applicable, the price per gigabyte; and features such as unlimited music streaming. We considered only national carriers, which ruled out regional providers like U.S. Cellular.

Self-employed? How to get a mortgage

Being your own boss can come with a host of perks such as setting your own dress code (read: pajamas), a flexible schedule and a cubicle-less existence. But one financial benefit — tax write-offs — morphs into an ugly disadvantage when self-employed workers try to get a mortgage. It’s not impossible to get a mortgage when self-employed, but it definitely requires advanced planning or stepping outside of conventional financing .

Lending standards are tough

There are almost 9 million self-employed people in the United States, representing about 6 percent of the nonagricultural workers, according to the U.S. Bureau of Labor Statistics. Many of these people earn a good living but find it hard to qualify for home loans. Borrowers typically have to provide two years’ worth of tax returns, which often don’t accurately reflect the take-home pay of self-employed people.

“How we qualify self-employed doesn’t always agree with how the IRS says you can run your business legally,” says Pava Leyrer, training and development manager at Northern Mortgage Services in Grand Rapids, Michigan. “So they are finding it harder to get a loan unless they want to show more income to the IRS. It’s a fine balance.”

Returns don’t reflect true income

Self-employed people can take advantage of a slew of tax deductions related to their businesses, from retirement plans to business meals and entertainment to interest on business loans or business credit card interest. It reduces their taxable income, so Uncle Sam doesn’t empty their pockets at tax time.

But when mortgage underwriters look at tax returns for proof of income, they see income after business expenses have been deducted. The result often is a much lower figure than what the self-employed person actually takes home. This could reduce the loan amount that the borrower can qualify for, or even result in rejection.

“If they are making money and the tax returns don’t show it, I can’t help them,” says John Stearns, a senior mortgage banker at American Fidelity Mortgage in Wisconsin.

Some lenders understand

In some cases, mortgage lenders will allow certain deductions to be added back to the income such as depletion, depreciation or a large, nonrecurring item, Leyrer says.

“I had a customer who owned a restaurant with a liquor license. He wrote off $90,000 for a one-time expense for the license,” she says.

Plan ahead before borrowing

If you’re self-employed, Leyrer recommends that you prepare longer than most borrowers before buying a home. The easiest way is to write off fewer expenses in the two years leading up to the big purchase. Clean up your finances so that your business doesn’t commingle with your personal funds. For example, pay for a computer using a business credit card rather than a personal one, because some lenders may not count that debt against you because it belongs to the business, she says.

Show year-over-year increases

Also, choose your years carefully. While lenders will ignore seasonal spikes and valleys in income by averaging out income over 24 months, they won’t like seeing a decline in income from one year to the next.

“By definition, these businesses can be highly volatile,” Stearns says, “so if one year shows income and the next year shows half as much, that could be a problem. You want to show an increase from year to year to show that business is good.”

Or choose the bummer option

If those moves don’t help you get a home loan, you may need to enlist someone who has high enough income on their tax returns as a co-signer on the mortgage, says Dave Norris, president and chief operating officer of loanDepot.

“Or, look at a smaller loan that is easier to qualify for,” Norris says. “If the goal is an investment, then get into a mortgage by buying a condo or townhome.”

A new type of loan is developed

Another option for self-employed workers is getting an “alternative income verification loan,” the more responsible cousin of the “no-doc” and “stated income” home loans from housing’s go-go years. So far, only niche lenders, such as Western Bancorp, offer these.

The company qualifies self-employed borrowers using 12 months’ worth of business bank statements and personal bank statements to create a cash-flow analysis.

“We determine how much positive cash flow this person has,” says Rick Soukoulis, chairman and CEO of Western Bancorp. “Borrowers also must provide a profit-and-loss statement to match to the bank statements.”

Western Bancorp requires a minimum credit score of 620. Maximum loan-to-value is 75 percent up to $1 million and 65 percent to $2 million. The interest rate is about 1 percentage point higher than a conventional fixed-rate mortgage, and it is structured as a 5/1 adjustable-rate mortgage. The mortgage is available only in California and through mortgage brokers.

“We brought it out about a year ago because there were 1.7 million self-employed borrowers in California who couldn’t get financing,” says Soukoulis. “I think it will become mainstream in the next few years.”

Is Question #19 (“Travel Plans”) a required field on passport application form DS-11?

Question: I want to renew my passport but the exact date of departure and my length of trip are uncertain at this point. I don’t understand why a document entitling me to travel abroad for 10 years requires details about a particular trip, since it may be the first of many I will take using this passport. Please explain.

Answer: You are not required to provide travel plans in order to apply for a passport unless you plan to expedite the process. Applicants who request expedited services are required to prove the need for emergency expediting.

Interestingly, this used to not be the case. An article in the June 11, 1957 issue of the Pittsburgh Post Gazette stated, “You may not ask for a passport just in order to keep it on hand, if you have no travel plans.”

The U.S. government now realizes that emergencies and unexpected opportunities for travel abroad arise that require U.S. citizens to possess valid passports. The best policy is to have a valid passport on hand even if you have no immediate travel plans.

A travel plan is a long term management strategy which encourages sustainable travel for new and existing developments. It sets out transport impacts, establishes targets and identifies a package of measures to encourage sustainable travel.

Guidance

In November 2013, TfL released new guidance on the requirements for travel plans for new developments in London. This guidance includes an explanation of the process, when a travel plan is required, what it should contain, and how to monitor, secure and enforce travel plans. It supersedes the previous TfL guidance, Travel Planning for New Development in London: Incorporating Deliveries and Servicing (January 2012).

The guidance is split into five sections:

Tools

iTRACE

iTRACE is an online tool that supports the development and monitoring of travel plans in London. It comprises two key elements:

  • A range of tools which organisations may use to develop their travel plan
  • A travel plan project management application for use by local councils’ travel plan officers

TRICS

TRICS is the national standard system of trip generation and analysis in the UK and Ireland and is recommended by TfL having replaced TRAVL in early 2014. The database holds multi-modal survey data and allows users to predict the number of trips that will be generated by a particular development proposal. Pre-2014 TRAVL data for London can also be accessed through TRICS.

ATTrBuTE

ATTrBuTE is our assessment tool for building, testing, reviewing and evaluating travel plans. The package can be used by travel plan authors and assessors to determine the quality of travel plans.

Case studies

These case studies describe the development of travel plans for actual developments: the issues that needed to be resolved and the outcomes that have been achieved. They cover a wide range of different types and sizes of development and illustrate how good practice can be translated into action.

When is a Travel Plan required?

Paragraph 36 of the National Planning Policy Framework sets out that all developments which generate significant amounts of transport movement should be required to provide a Travel Plan.

Local planning authorities must make a judgement as to whether a proposed development would generate significant amounts of movement on a case by case basis (i.e. significance may be a lower threshold where road capacity is already stretched or a higher threshold for a development which proposes no car parking in an area of high public transport accessibility).

In determining whether a Travel Plan will be needed for a proposed development the local planning authorities should take into account the following considerations:

  • the Travel Plan policies (if any) of the Local Plan;
  • the scale of the proposed development and its potential for additional trip generation (smaller applications with limited impacts may not need a Travel Plan);
  • existing intensity of transport use and the availability of public transport;
  • proximity to nearby environmental designations or sensitive areas;
  • impact on other priorities/ strategies (such as promoting walking and cycling);
  • the cumulative impacts of multiple developments within a particular area;
  • whether there are particular types of impacts around which to focus the Travel Plan (e.g. minimising traffic generated at peak times); and
  • relevant national policies, including the decision to abolish maximum parking standards for both residential and non-residential development.

Allegiant Air is making Pittsburgh a base of operations

It won t arrive in time for Mardi Gras but Allegiant Air is giving Pittsburgh-area travelers reason to celebrate: A new nonstop flight to New Orleans.

Allegiant will start twice-weekly service to the Crescent City from Pittsburgh International Airport on Feb. 19. The airline, which is expanding rapidly in Pittsburgh, also is adding a new seasonal flight to Palm Beach, Fla. and expanding its seasonal service to Myrtle Beach.

Since touching down in Pittsburgh last February with flights to three Florida cities, the Las Vegas-based airline has added four others, counting the two new ones to be formally announced today.

It also will make Pittsburgh a base of operations next month, a distinction that will bring with it up to 40 jobs and a permanently-based 156-seat Airbus 319 aircraft.

With the new flights, Allegiant will become the airport s fourth largest carrier in terms of destinations behind Southwest, American and Delta.

Pittsburgh travelers have been pretty enthusiastic about us. We really saw an opening for ultra low-cost service, which Pittsburgh hasn t previously had. The response that we ve seen has been overwhelmingly positive, Allegiant spokesman Justin Ralenkotter said.

Pittsburgh has been without a nonstop flight to New Orleans for 10 years. For at least the last two years, the airport has been offering incentives such as landing fee waivers and increased marketing support to carriers willing to commit to nonstop flights to desired destinations.

In conjunction with that, Allegiant will not have to pay gate or landing fees for the New Orleans and Palm Beach flights for a year.

The twice-weekly New Orleans service will fly into Louis Armstrong New Orleans International Airport. Fares will start as low as $39 one way.

Seasonal twice-weekly service to Palm Beach International Airport also will begin Feb. 19 with fares as low as $39 and operate through May 16. Allegiant will be competing on that route with Southwest Airlines, which will be offering a Saturday-only nonstop to the same airport from March 12 through April 9.

We re really not competing for the same passengers as other carriers. We see ourselves as complementing or adding more choice to travel, Mr. Ralenkotter said.

Allegiant will be starting its seasonal twice weekly service to Myrtle Beach April 7 next year, two months earlier than this year.

Mr. Ralenkotter said the route has performed exceptionally well for us. The airline aims for planes that are at least 90 percent full, and the Myrtle Beach flight has exceeded those expectations, he noted.

He added there is no hard or fast rule how quickly the airline expands in a city. Cincinnati, which like Pittsburgh has lost an airline hub, currently has Allegiant flights to 11 cities. Indianapolis has flights to seven destinations.

Pittsburgh has done very well for us. We ve been very pleased with the results that we ve seen from the market there and how people have taken to our service in booking those flights, he said.

  • any trip undertaken against the advice of a physician

You won’t receive benefits for your baggage or personal items if they are damaged as the result of:

  • Radiation or war, confiscation by a government authority or interception for contraband or illegal transportation or trade
  • Loss caused by normal wear and tear, gradual deterioration, insects, or vermin
  • Negligence or criminal acts

This plan also doesn’t insure the following items:

  • Animals; automobiles (including equipment and contents), trailers, motorcycles, bicycles, boats, motors, other vehicles or their accessories; souvenirs; fragile or collectible items; consumable or perishable goods; household effects and furnishings; contact lenses, non-prescription sunglasses; artificial teeth and prostheses; medical equipment and appliances; money, securities; Tickets, documents; any property pertaining to a business, profession or occupation; personal computers, tablet computers, software or cellular phones;
  • Loss or damage to jewelry, gems, watches and furs or garments trimmed with fur and camera equipment while in the custody of an airline or Common Carrier;
  • Loss of covered and non-covered items sustained due to any process or while being worked upon;
  • Loss of covered and non-covered items sustained due to confiscation by any government authority; war (declared or undeclared); contraband or illegal transportation or trade;
  • Loss incurred while you are performing a negligent act(s) or criminal act(s);
  • Items specifically or otherwise insured.

To minimize loss, you should also take reasonable steps to limit damage to your property covered by this insurance.

If you do not notify your travel provider and the Operations Centre 1-800-661-9060 within 48 hours of a claim event, the benefit payable may be reduced.

When is a Travel Plan required?

Paragraph 36 of the National Planning Policy Framework sets out that all developments which generate significant amounts of transport movement should be required to provide a Travel Plan.

Local planning authorities must make a judgement as to whether a proposed development would generate significant amounts of movement on a case by case basis (i.e. significance may be a lower threshold where road capacity is already stretched or a higher threshold for a development which proposes no car parking in an area of high public transport accessibility).

In determining whether a Travel Plan will be needed for a proposed development the local planning authorities should take into account the following considerations:

  • the Travel Plan policies (if any) of the Local Plan;
  • the scale of the proposed development and its potential for additional trip generation (smaller applications with limited impacts may not need a Travel Plan);
  • existing intensity of transport use and the availability of public transport;
  • proximity to nearby environmental designations or sensitive areas;
  • impact on other priorities/ strategies (such as promoting walking and cycling);
  • the cumulative impacts of multiple developments within a particular area;
  • whether there are particular types of impacts around which to focus the Travel Plan (e.g. minimising traffic generated at peak times); and
  • relevant national policies, including the decision to abolish maximum parking standards for both residential and non-residential development.

Allegiant Air is making Pittsburgh a base of operations

It won t arrive in time for Mardi Gras but Allegiant Air is giving Pittsburgh-area travelers reason to celebrate: A new nonstop flight to New Orleans.

Allegiant will start twice-weekly service to the Crescent City from Pittsburgh International Airport on Feb. 19. The airline, which is expanding rapidly in Pittsburgh, also is adding a new seasonal flight to Palm Beach, Fla. and expanding its seasonal service to Myrtle Beach.

Since touching down in Pittsburgh last February with flights to three Florida cities, the Las Vegas-based airline has added four others, counting the two new ones to be formally announced today.

It also will make Pittsburgh a base of operations next month, a distinction that will bring with it up to 40 jobs and a permanently-based 156-seat Airbus 319 aircraft.

With the new flights, Allegiant will become the airport s fourth largest carrier in terms of destinations behind Southwest, American and Delta.

Pittsburgh travelers have been pretty enthusiastic about us. We really saw an opening for ultra low-cost service, which Pittsburgh hasn t previously had. The response that we ve seen has been overwhelmingly positive, Allegiant spokesman Justin Ralenkotter said.

Pittsburgh has been without a nonstop flight to New Orleans for 10 years. For at least the last two years, the airport has been offering incentives such as landing fee waivers and increased marketing support to carriers willing to commit to nonstop flights to desired destinations.

In conjunction with that, Allegiant will not have to pay gate or landing fees for the New Orleans and Palm Beach flights for a year.

The twice-weekly New Orleans service will fly into Louis Armstrong New Orleans International Airport. Fares will start as low as $39 one way.

Seasonal twice-weekly service to Palm Beach International Airport also will begin Feb. 19 with fares as low as $39 and operate through May 16. Allegiant will be competing on that route with Southwest Airlines, which will be offering a Saturday-only nonstop to the same airport from March 12 through April 9.

We re really not competing for the same passengers as other carriers. We see ourselves as complementing or adding more choice to travel, Mr. Ralenkotter said.

Allegiant will be starting its seasonal twice weekly service to Myrtle Beach April 7 next year, two months earlier than this year.

Mr. Ralenkotter said the route has performed exceptionally well for us. The airline aims for planes that are at least 90 percent full, and the Myrtle Beach flight has exceeded those expectations, he noted.

He added there is no hard or fast rule how quickly the airline expands in a city. Cincinnati, which like Pittsburgh has lost an airline hub, currently has Allegiant flights to 11 cities. Indianapolis has flights to seven destinations.

Pittsburgh has done very well for us. We ve been very pleased with the results that we ve seen from the market there and how people have taken to our service in booking those flights, he said.
