Greek debt relief ‘closer than ever’ but creditors must act, Greek prime minister says

ATHENS Greek Prime Minister Alexis Tsipras kept up his demand for debt relief from international lenders on Tuesday, saying Athens was close to securing a solution to ease its debt mountain but that creditors must meet there commitments.

Greece wants to wrap up negotiations with the lenders — the European Union and International Monetary Find — on reforms and on debt relief this month.

It needs another tranche of bailout money, wants to qualify for inclusion in the European Central Bank’s bond-buying program, and seeks to return to bond markets immediately afterwards.

“We are closer than ever to a substantial solution on debt relief,” said Tsipras reiterating that Greece had already agreed to apply more austerity after its current bailout expires and it was its lenders’ turn to fulfill their promises of discussions about debt relief.

“Τhe ball is no longer in our court,” he told reporters referring to lenders’ statements on debt relief in past years.

Despite Greece’s recent statements and a bailout review agreement at staff level, sources close to the lenders have been less optimistic seeing talks on debt relief lasting longer than May.

This is because of sharp differences between the IMF and Germany, Europe’s paymaster, over the Greece’s fiscal targets. The former says Greece’s target and debt are unsustainable; the latter, with an election coming, is less willing to drop its hard line.

After six months of tense talks, Athens and the lenders reached a deal last week on a set of additional reforms the country needs to implement in 2019-20, two years after its current, 86-billion euro bailout program expires.

Greece wants euro zone finance ministers to approve the reforms’ deal at a scheduled Eurogroup meeting on May 22 — a key condition for unlocking vital loans — but also agree on a formula to make its debt sustainable in the medium-term and long term.

Debt sustainability is key for the European Central Bank and the Washington-based IMF, which participated financially in the country’s first two rescue packages, but has yet to announce whether it will join Greece’s current program, the third since 2010.

Greek lawmakers are expected to vote on the new austerity package by May 18, before euro zone finance ministers assess the country’s progress.

Tsipras, who is sagging in opinion polls and whose term expires in 2019, controls 153 lawmakers in the 300-seat parliament and he is expected to pass the bill.

But the delays in the negotiations have slowed projected economic growth and have exacerbated reform fatigue after seven years of austerity hurting the government’s popularity further.

Asked whether he was considering a cabinet reshuffle, Tsipras ruled it out.

“We are not considering it. Our aim now is to speed up work as much as we can,” he said during a visit at the education ministry, where he announced a planned education reform.

Protective Security Coordination Division

The Protective Security Coordination Division (PSCD) is a division within the National Protection and Programs Directorate ‘s Office of Infrastructure Protection that provides programs and initiatives to enhance the security and resilience of the nation’s critical infrastructure in an all-hazards environment.


PSCD provides strategic coordination and field operations support to reduce risk to the nation’s critical infrastructure from a terrorist attack or natural disaster. PSCD programs help critical infrastructure owners and operators and state and local responders:

  • Assess vulnerabilities, interdependencies, capabilities, and incident consequences
  • Develop, implement, and provide national coordination for protective programs
  • Facilitate critical infrastructure response to and recovery from all hazards

This is accomplished through a combination of data collection, assessment, and analysis to give government officials and private sector owners and operators enhancement options to mitigate risk and build resilience. The Division’s activities also inform Department initiatives, such as infrastructure protection grant programs and research and development requirements.

Field Operations — Protective Security Advisors

Protective Security Advisors (PSAs) are on-site critical infrastructure and vulnerability assessment specialists deployed in all 50 states and Puerto Rico. They coordinate voluntary vulnerability assessments and training, support incident management, and provide a vital communication channel between state and local officials, private sector owners and operators, and the Department. PSAs also play a pivotal role in the Office of Infrastructure Protection’s initiative to increase critical infrastructure protection and resilience on a regional level .

PSAs also support development of the national risk picture by identifying, assessing, monitoring, and minimizing risk to critical infrastructure at the state, local, and regional level.

Office for Bombing Prevention

The Office for Bombing Prevention (OBP) leads the Department of Homeland Security’s efforts to implement the National Policy for Countering Improvised Explosive Devices and enhance the nation’s ability to prevent, protect against, respond to, and mitigate the use of explosives against critical infrastructure; the private sector; and federal, state, local, tribal, and territorial entities.

A rental car, however, is always a current model, and only incurs a charge when it is needed and used.

This is the same with cloud services. In the vast majority of cases, there is no upfront fee. Most services charge a manageable, predictable, flat rate monthly fee per user for the software. This allows users to scale up or down as their business requirements dictate. This also allows for easy scalability. As companies take on new staff, it’s simply a matter of switching on a new license to extend to a new user, and similarly turn off the switch when you scale down.

Like the car rental analogy, you will always be using to the latest, greatest version. And those upgrade are seamless. As new versions or upgrades to a service are released, they can be instantly made available to all subscribers, allowing access to the best in class tools – keeping your business competitive.

What�s the difference between Digital Banking and Credit Card Online Services?

Digital Banking puts you in control of many of your RBS accounts, including your current account. It also lets you carry out some everyday transactions on your credit card account.

For example, you can view or download your transactions or pay your credit card from your current account.

However, Credit Card Online Services lets you do more. You can:

  • Monitor your credit card � keep track of your credit card spending 24 hours a day, including up to date transaction and balance details
  • Receive free alerts � to keep you up to date with your credit card balance and when your payment is due*
  • Use your credit card for more � pay bills, make a balance transfer and transfer money to your RBS current account or any other UK bank account
  • Pay your credit card bill � make a payment from any UK debit card
  • Go paperless � with online statements you can see and download statements from the last eighteen months
  • Manage your personal details � update all of your contact details online.

No. To access Credit Card Online Services you will need to set up a separate username, internet PIN and password.

Who can use Credit Card Online Services?

To register, you need to be aged 18 or over and have an RBS credit card.

What happens when I register?

We�ll ask you to choose a username and create an internet PIN and password. You�ll need these details every time you login.

As soon as you�ve chosen your username and internet PIN, you�ll have instant access to your credit card balance and transactions.

We�ll send you an activation code within 7-10 working days. You�ll need this to activate your account and get access the full online credit card servicing management tools. To protect your security, we�ll send the activation code by post.

How do I activate my account?

When you receive your activation code, login and enter your code. You�ll then have full access to Credit Card Online Services.

    “Cloud” Computing and Thin Client Solutions

    As we find ourselves in an increasingly fast-paced and mobile world, our dependency on technology to provide real-time access to information increases as well. One of the most utilitarian advancements of technology towards this end has been the advent of thin client or ‘Cloud’ based computing systems.

    In a nutshell: A thin client solution allows a computing device (PC, IPad, IPhone, Android device – aka the ‘client’) to ‘dial in’ to the desktop of another computer (aka the ‘server’). The user can then pass keystrokes and mouse clicks to the desktop of that computer, and receive screen shots of what the resulting screen looks like on the other computer (server) to their local computing device (client). It is called ‘thin’ client because you wind up passing very little data over the internet, just screen shots, mouse clicks and keyboard clicks.

    The term ‘Cloud Computing’ appeared around 2006, and encapsulates the notion of thin client computing with the ability to securely store your data ‘somewhere else’. There are a variety of solutions available to your agency that provide thin client access to your local software, and provide automated methods to back up your local data to a secure, offsite location.

    Remote Desktop (aka Terminal Services) is probably the best solution thin client solution for multiple remote users to access your local data for long periods of time. It is also the most expensive requiring the services of a local hardware technician, a Server operating system (Windows Server 2003, 2008, etc. which can cost $800 or more), and Remote Desktop licenses – which run about $80-$100 apiece (although you typically get one license for free). The advantages of using Remote Desktop to dial into a Server based operating system are that it is more secure, less prone to data corruption, and does not require a separate computer for each person logging in.

    There are less expensive (even free) solutions for people that need to occasionally dial in to the home office, or dial in one at a time. These solutions all require that there is a separate computer at the home office, for each person dialing in. Some of these solutions can be found at: and Each product has advantages and disadvantages regarding ease of use, reliability, supported client devices, and features; and there are several factors such as how printing and file transfers are handled between the ‘Free’ and ‘Pro’ versions of each software that must be taken into account. If you are considering one of these less expensive thin client solutions, it might be money well spent to hire a tech for an hour or so to help you sort out your options.

    Another aspect to Cloud Based computing is the ability to securely backup your data by copying your files over the internet to a secure facility offsite, thus limiting your liability if your local location burns down, or is involved in a natural disaster. Some companies that offer offsite backup solutions for a small fee are and With a little help from a local tech – you can quickly set one of these programs up, and then have peace of mind that your data is stored securely ‘somewhere else’. Just make sure that your tech sets the program up to send the files over the internet at night, otherwise you will see your daytime internet speeds drop dramatically.

    Child Care Assistance Program (CCAP) Information

    The CCAP program can subsidize the cost of child care for families that are residents of Rhode Island. CCAP is available for children who are US citizens or legal residents and under age 13. The age can be extended to 18 if the child has special needs.

    Child Care Assistance is available to:

    • Low income families who meet income guidelines and are working a minimum of 20 hours per week at or above Rhode Island’s minimum wage.
    • Families participating in training, apprenticeship, internship, on-the-job training, work experience, work immersion sponsored by the Governor s Workforce Board, who need child care in order to take part in these job readiness/training opportunities.
    • Families participating in the RI Works program.
    • Pregnant/Parenting Teens participating in DHS Youth Success program.

    CCAP is also temporarily available to families through the following Pilot Program

    • Transitional Child Care Pilot (October 1, 2013 – September 30, 2017)

    Allows families already participating in the CCAP program to remain eligible for the subsidy program if their income increases and does not exceed 225% of the federal poverty level.

    Choosing a Child Care Provider

    Families that qualify for the CCAP program can choose their own child care provider. The CCAP program will reimburse authorized child care providers up to a certain amount. Most eligible families share in the cost of care, called a co-payment, based on their income, family size and the number of children receiving child care subsidies. This fee is paid directly to the child care provider.

    Parents can select the child care provider of their choice and, if necessary, may use more than one provider to meet their child care needs so long as the hours of care do not overlap. Options for child care include:

    • A DCYF licensed child care center or before/after-school program
    • A DCYF licensed family child care home
    • A license-exempt provider (such as a family member) that has received approval from DHS

The data protection reform is a key enabler of the Digital Single Market which the Commission has prioritised. The reform will allow European citizens and businesses to fully benefit from the digital economy.

    Whenever you open a bank account, join a social networking website or book a flight online, you hand over vital personal information such as your name, address, and credit card number.

    E-Travel Services Requirements

    When is E-Travel Required?

    • Booking travel on scheduled air carriers
    • Reserving rental cars
    • Full service travel arrangements that include air, hotel, and/or car

    Air travel for all state funded executive branch travelers, including board and commission members, clients, witnesses, etc. is arranged by E-Travel.

    Use E-Travel Online when possible. Create your own prelim by using the research option and email the itinerary to the approver and/or traveler. Once approved, a ticket is purchased using E-Travel Online. A final itinerary will be sent to the emails in the travel profile.

    Alternatively call the travel management contractor (TMC) at 1-866-762-8728 or 907-500-4292 to make a reservation. A preliminary or final itinerary will be sent depending on approval status.

    When is E-Travel optional?

    The use of E-Travel is optional for itineraries to rural communities that are served by one of the following carriers and do not include segments operated by Alaska Airlines, RAVN Alaska, or PenAir. Rural carriers that are not included in the list below must be booked through an E-Travel agent to ensure certificate and licensing requirements have been met and are current.

    • Complimentary upgrades that are paper must be presented at the airport. The travel agency can process upgrades if they are in E-certificate format as well as MVP and MVP Gold status upgrades.

    Routing changes/personal deviation and personal credit cards policies are outlined in AAM 60.080.

    Hotels require a direct bill application from the requestor before authorizing this type of payment.

    Home Networking Do-It-Yourself For Dummies

    Various wireless security protocols were developed to protect home wireless networks. These wireless security protocols include WEP, WPA, and WPA2, each with their own strengths and weaknesses. In addition to preventing uninvited guests from connecting to your wireless network, wireless security protocols encrypt your private data as it is being transmitted over the airwaves.

    Wireless networks are inherently insecure. In the early days of wireless networking, manufacturers tried to make it as easy as possible for end users. The out-of-the-box configuration for most wireless networking equipment provided easy (but insecure) access to a wireless network.

    Although many of these issues have since been addressed, wireless networks are generally not as secure as wired networks. Wired networks, at their most basic level, send data between two points, A and B, which are connected by a network cable. Wireless networks, on the other hand, broadcast data in every direction to every device that happens to be listening, within a limited range.

    Following are descriptions of the WEP, WPA, and WPA2 wireless security protocols:

    Wired Equivalent Privacy (WEP): The original encryption protocol developed for wireless networks. As its name implies, WEP was designed to provide the same level of security as wired networks. However, WEP has many well-known security flaws, is difficult to configure, and is easily broken.

    Wi-Fi Protected Access (WPA): Introduced as an interim security enhancement over WEP while the 802.11i wireless security standard was being developed. Most current WPA implementations use a preshared key (PSK), commonly referred to as WPA Personal. and the Temporal Key Integrity Protocol (TKIP, pronounced tee-kip ) for encryption. WPA Enterprise uses an authentication server to generate keys or certificates.

    Wi-Fi Protected Access version 2 (WPA2): Based on the 802.11i wireless security standard, which was finalized in 2004. The most significant enhancement to WPA2 over WPA is the use of the Advanced Encryption Standard (AES) for encryption. The security provided by AES is sufficient (and approved) for use by the U.S. government to encrypt information classified as top secret it s probably good enough to protect your secrets as well!

    The trace gas, a safe mixture of hydrogen and nitrogen, is introduced into the pipe with the suspected leak. The gas, is the lightest in the atmosphere and is made up of of small molecules. The gas will exit at the leak and make its way to the surface where it is detected using gas sensitive detection pobes.

    Thermal Imaging
    Thermography is the use of an infrared imaging and measurement camera to see and measure thermal energy emitted from an object. Thermography cameras can identify problem areas that can’t be seen with the naked eye, detecting hidden water leaks. The infrared inspection camera can detect not only hidden water leaks and their origin, but also moisture that cannot be physically reached with moisture meters. Read more

    Reflective Practice in Social Work — The Ethical Dimension

    Recently, I received an urgent voicemail message from a hospital social worker: “Please get back to me as soon as possible. I have a meeting tomorrow morning with our head of human resources, and I’m very nervous about it.”

    Later in the day, I connected with the social worker and learned the following: He had been employed by the hospital for seven years and had never been disciplined. His current predicament began when his immediate supervisor called him in to discuss concerns about possible boundary violations and an alleged inappropriate dual relationship with a hospital patient. The social worker explained to me that in his personal life he is actively involved in a community-based group of parents who adopted children from China. The group sponsors a wide range of activities to support and enhance the children’s ethnic identity. Through this involvement, the social worker said, he and his wife had become very friendly with several other adoptive parents.

    About three weeks earlier, one of the parents who had become a good friend was admitted to the social worker’s hospital for treatment of a chronic, debilitating infection. The friend did not receive social work services. During the friend’s hospital stay, the social worker occasionally stopped by his room to say hello and inquire about the friend’s health. The patient’s attending physician had collaborated professionally with the social worker in other hospital cases and was well aware of the patient’s friendship with the social worker.

    One afternoon during the patient’s hospital stay, the physician contacted the social worker and explained that the patient was distraught after having just learned that he was diagnosed with bone cancer. According to the social worker, the physician asked the social worker to visit the patient and offer emotional support. The social worker visited the patient in his room and spent about an hour helping his friend process the distressing medical news.

    The social worker documented this patient encounter in the hospital chart. During a random quality-control review of social workers’ chart entries, the hospital’s social work supervisor read the note and became concerned because the social worker had not been assigned to provide social work services to this patient. The supervisor learned of the social worker and patient’s friendship and notified the director of human resources, who documented this “incident” in the social worker’s personnel record and asked to meet with the social worker.

    The Nature of Reflective Practice
    In 1983, the late scholar Donald Schon published his influential and groundbreaking book The Reflective Practitioner: How Professionals Think in Action . Schon’s thesis, based on his extensive empirical research, was that the most skilled and effective professionals have the ability to pay critical attention to the way they conduct their work at the same time that they do their work. Schon coined the terms “knowing-in-action” and “reflection-in-action,” which suggest that some professionals can take a step back and think hard about what they are doing while they are doing it. The concepts are akin to the widely used social work concept “use of self.”

    Ordinarily the concepts of knowing-in-action and reflection-in-action are applied to practitioners’ cultivation and use of technical skill, whether in surgery, architecture, town planning, engineering, dentistry, or psychotherapy. In my view, and as the above case demonstrates, social workers would do well to extend the application of these compelling concepts to their identification and management of ethical issues in the profession. Ideally, effective practitioners would have the ability to recognize and address ethical issues and challenges as they arise in the immediate context of their work, not later when someone else points them out. Put another way, social workers would have a refined “ethics radar” that increases their ability to detect and respond to ethical issues.

    Of course, the most important benefit is client protection. However, an important by-product is self-protection, that is, the increased likelihood that social workers will protect themselves from ethics-related complaints.

    Implementing Reflective Ethics Practice
    Certainly the hospital social worker who called me with panic in his voice would have benefited from reflective ethics practice and highly sensitive ethics radar. Had he reflected on the ethical dimensions of the boundary challenges that emerged when he interacted with his friend and hospital patient, it is likely that this well-meaning practitioner would have avoided his unpleasant encounter with the human resources department. The social worker’s decision to visit his friend was not the error; that was a humane and compassionate gesture. The error, rather, was not reflecting on his role in that moment and managing the boundaries carefully, including discussing them with his friend and his supervisor.

    In my experience, ethics-related reflection-in-action entails three key elements.

    Knowledge: Skillful management of many ethical dilemmas requires knowledge of core concepts and prevailing standards. Ethics concepts are addressed in professional literature and standards exist in several forms, including relevant codes of ethics, agency policies, statutes, and regulations. For example, the National Association of Social Workers’ Codeof Ethics includes explicit standards pertaining to boundaries, dual relationships, and conflicts of interest (especially section 1.06). It would have been best for the hospital-based social worker to consult relevant literature and standards with regard to conflicts that can arise when a social worker encounters a friend or social acquaintance in the work setting. The hospital’s personnel policies also prohibit dual relationships that involve conflicts of interest.

    In some cases, although not all, statutes and regulations address ethical issues. In the United States, both federal and state laws address various ethical issues, such as confidentiality, privileged communication, informed consent, and social workers’ ethical conduct. Such laws would not have been particularly helpful in the hospital social worker’s case, but often they are helpful and critically important, for example, when social workers must decide whether to disclose confidential information without clients’ consent to protect a third party from harm or whether parental consent is necessary to provide services to minors who seek help with substance abuse but insist that this information be withheld from their parents.

    Transparency: Reflective social workers who sense an ethical issue share their concern with supervisors, colleagues, and appropriate administrators. An effective way to protect clients and practitioners alike is to avoid any suggestion that the ethical issue is being handled “in the dark.” Such clarity demonstrates social workers’ good faith efforts to manage ethical dilemmas responsibly. When appropriate, clients should be included in the conversation.

    Process: Although some ethical decisions are clear-cut, many are not. The hospital social worker who contacted me was unsure about the best way to manage his involvement with a good friend who had become a patient. Unfortunately, the social worker did not notify his supervisor about the dilemma or seek consultation. He documented his lengthy hospital-room encounter with the patient, but doing so in the client’s hospital chart created the impression that the social worker was functioning in his professional capacity, not as a friend. My hunch is that had the social worker notified his supervisor of his friendship with the patient and made clear that any contact with the patient occurred as a friend, the social worker may have avoided any adverse personnel issues. What I have learned is that many ethical decisions are not simple events; they require a considerable, often painstaking, process.

    During the course of the profession’s history, social workers have refined the art of reflective practice. Historically, these skills have been applied primarily to clinical, policy, advocacy, and administrative functions. Clearly, reflective practice should extend to ethics as well.
