The 105-year-old technology giant is quietly dismantling its popular decades-old remote work program to bring employees back into offices, a move it says will improve collaboration and accelerate the pace of work.

The changes comes as IBM copes with 20 straight quarters of falling revenue and rising shareholder ire over Chief Executive Ginni Rometty’s pay package.

The company won’t say how many of its 380,000 employees are affected by the policy change, which so far has been rolled out to its Watson division, software development, digital marketing, and design — divisions that employ tens of thousands of workers.

The shift is particularly surprising since the Armonk, N.Y. company has been among the business world’s staunchest boosters of remote work, both for itself and its customers. IBM markets software and services for what it calls the anytime, anywhere workforce, and its researchers have published numerous studies on the merits of remote work.

In the past, IBM has boasted that more than 40% of employees worked outside traditional company offices, and a May 4 post on the company’s Smarter Workforce blog stated that telework works.

IBM may be part of a broader rethink of remote work under way at large companies, as corporate leaders argue that putting workers in the same physical space hastens the speed of work and sparks innovation. Employers tread a fine line, however, since workers rate flexible-work programs highly, and research has found telecommuters often work more effectively than their cubicle-bound counterparts.

Yahoo Inc.’s decision to call telecommuters back to the office in 2013 set off a furor among employees and workplace experts. Yet more recent decisions at Bank of America Corp. and Aetna Inc. to greatly reduce telecommuting have elicited little outrage.

Big Blue’s leaders want employees to work differently now, said Laurie Friedman, a company spokeswoman. The company has rebuilt design and digital marketing teams to quickly respond to real-time data and customer feedback, collaborations that happen more easily when teams work shoulder-to-shoulder, Ms. Friedman said, adding that the vast majority of IBM’s telecommuters have chosen to join their teams in person.

Workers in affected IBM divisions have been given 30 days to decide whether to move to company-maintained office space that can be hundreds of miles away from their homes.

For example, marketing employees were invited to move to offices in Atlanta, Austin, Boston, Chicago, New York or San Francisco, or leave the company. Those unwilling to move were also given 90 days to seek another role within IBM.

The changes have stunned longtime IBMers like marketing manager Ron Favali. The 15-year company veteran has spent the last 12 years working from an office in his home outside Tampa, Fla. and considered himself a remote-work success story.

His team uses IBM’s Sametime instant-messaging voice and video chat software to stay connected and on task, despite being scattered in three states. Working remotely came with career trade-offs, he said. I was never going to be named vice president of marketing for anything, but I’m okay with that.

He has declined IBM’s offer to return to a company workspace, and will leave the company next month to start a marketing firm out of his home.

Companies began offering generous remote work policies because they expected large savings in office and real-estate costs, said Jennifer Glass, a University of Texas professor who studies telecommuting and advises companies on remote-work strategies. Those savings haven’t materialized, Ms. Glass said, so workers are being called back to the office.

Relocating offices or asking employees to move can sometimes be read as layoffs in disguise, since a certain percentage of workers won’t be able to relocate.

IBM says its co-location plan isn’t a cost-saving measure. Ms. Friedman noted that the employees who cannot join an in-person team can apply for one of more than 5,000 open jobs in the U.S.

Working from the master bedroom in her Ogden Dunes, Ind. home, Penny Schlyer helped market IBM mobile software and services for companies reliant on workers who aren’t bound to a desk, such as retail employees, financial advisers or doctors.

Her seven years telecommuting with IBM could have been plucked from one of her marketing campaigns: she has logged work hours from the sidelines of her sons’ sporting events and used Sametime to communicate with her colleagues.

She was dismayed when IBM requested the 48-year-old mother of three move to the company’s New York City office. The irony is definitely not lost there, she said.

Though IBM offered to pay for the move and make a small cost-of-living adjustment to her salary, Ms. Schlyer declined. I could never afford to live in New York City, and probably not anywhere close.

She has found a new job leading product marketing for SA Ignite, a Chicago-based software company, but her office won’t change: she is still in the master bedroom.

Desktop virtualization computing requirements

With conventional PCs, each individual computer processes applications, which requires significant local processing power, memory and disk storage. Desktop virtualization computing –specifically virtual desktop infrastructure (VDI) and other server-hosted architectures — instead shifts the bulk of the operating system and application processing tasks to a central server.

Consequently, the desktop hardware no longer needs to be a processing powerhouse sporting the latest CPU and massive quantities of memory.

People have used desktop virtualization as a way of getting around extensive hardware requirements on the PC end, said Brien Posey, an independent technology consultant in Rock Hill, S.C. That way they can get away with low-end or even legacy hardware.

Instead, the desktop device is typically relegated to the role of what is called a dumb terminal. Dumb terminals simply pass keyboard and mouse data to the server, then display screen renderings of the desktop and applications the server returns. That means each virtual desktop can function with a 1 GHz processor and 1 GB of RAM, or sometimes even less. These thin client platforms also forgo local disk storage, replacing hundreds of GB of disk space with 512 MB to 1 GB of flash memory — less storage than a common thumb drive. Gigabit Ethernet connectivity is usually recommended, especially when using the thin client for graphics-intensive work that requires more network bandwidth.

Using thick clients for desktop virtualization

Given the low computing requirements, any thick client in service today should be able to work in desktop virtualization. It requires no special hardware modifications and the PC can run its current operating system.

I’m just using my PC essentially as a browser, said Barb Goldworm, president and chief analyst at Focus Consulting, an industry research and analysis firm in Boulder, Colo.

The wildcards here are usually network connectivity and display performance. Even though display-over-IP protocols, like Microsoft’s Remote Desktop Protocol, have improved tremendously, some PCs may need upgrades to support Gigabit Ethernet for streaming media or other graphics applications.

Aside from adequate connectivity, the main requirement is that each thick client shares the same protocols used by the desktop server. Other protocols, like Citrix’s Independent Computing Architecture, may require additional software for Windows or Linux.

Reallocating existing thick clients is a real cost savings for desktop virtualization customers because there’s no upfront investment for desktop systems. But it’s important to remember that the computing requirements for desktop virtualization are often subjective. They can vary depending on the solutions provider and the customer’s needs and preferences. There is no software utility or other tool that can tell you whether a PC is suited for desktop virtualization or not.

Solution providers may base their evaluations on the relative age of the PC. For example, if a PC is new enough to be covered under warranty, then it’s probably more than suitable for desktop virtualization. Systems that are old enough to be out of warranty may still be suitable, but you should scrutinize their specifications and support costs more closely before making an upgrade decision.

Using thin clients for desktop virtualization

Solutions providers often redeploy conventional desktop PCs for desktop virtualization, but they are increasingly turning to purpose-built thin-client or zero-client endpoints. Thin clients use little local software — often just Windows Embedded CE 6.0 or another stripped-down OS — to manage the initial startup and connection to the desktop server. Examples of thin clients include Neoware, Hewlett-Packard’s t5500, t5600 and t5700 families and the SunRay clients from Sun Microsystems.

By comparison, zero clients are scarcely computers at all. The Pano device from Pano Logic Inc., for example, has no CPU, memory, storage or software. The device is merely an appliance that connects a keyboard, mouse, display, audio and USB peripherals over the LAN to an instance of Windows XP or Windows Vista running on a virtual desktop server. Otherwise, thin clients and zero clients share all of the desktop virtualization benefits.

Before choosing to go with either thin clients or thick clients, solutions providers must also consider the need for expansion devices. Older desktop virtualization technologies had trouble supporting expansion ports, but today’s offerings can handle a rich array of ports. For example, HP’s t5630 sports four USB 2.0 ports. And the t5730 has eight USB 2.0 ports, one VGA input, one DVI-D port, two PS/2 (mouse/keyboard) ports, an RJ-45 (modem/telephone) port and a serial port, along with an optional PCI expansion module. Even the Pano device and other zero-client endpoints provide three USB 2.0 ports for expansion.

Migrating to standard virtual desktop platforms

It’s important to note that choosing a standard thick-, thin- or zero-client endpoint has absolutely no effect on desktop virtualization. The servers are doing all the work, so the question of thin clients vs. thick clients is really moot from a technology standpoint.

But desktop virtualization is mainly about reducing risk and simplifying the customer’s environment, and the move to standardize on a single desktop platform does offer related benefits. Purchasing endpoint devices in volume saves money. When there is only one make and model of platform, with only one OS and patch set, it simplifies desktop support. And technicians can then focus on the nuisances of one product, rather than dealing with possibly dozens of different kinds of endpoints on the network.

The choice to standardize depends on the customer’s needs and budget, but the best tactic is often to migrate in phases — perhaps coinciding with the expiration of expensive service contracts or other end-of-life timing. A phased approach minimizes disruption to the end users and lets the customer distribute the acquisition costs across several fiscal quarters or even years.

Virtual Receive-side Scaling in Windows Server 2012 R2

Anthony, a network administrator, is setting up a new host for his workplace with 2 NICs that are SR-IOV capable. He is going to use Windows Server 2012 R2 to host a file server system that his workplace is purchasing and implementing. After the hardware and software are installed, Anthony configures his VM to use 8 virtual processors and 4096 MB of memory. Unfortunately, Anthony does not have the option of turning on SR-IOV because his VMs rely on policy enforcement through the vmSwitch. Initially, Anthony assigns 4 virtual processors through PowerShell to be available for use with vRSS. After a week, the service has become extremely popular and Anthony checks the performance. He discovers that all four virtual processors are fully utilized. Anthony changes the RSS processor and assigns two more virtual processors to be available to RSS in the virtual machine to help handle the large network load.

Sandra, a network administrator, is setting up a single large virtual machine on one of her systems for the sole purpose of being a software load balancer. Sandra has just installed Windows Server 2012 R2 so that she can expand VMQ to use multiple processors per vmNIC. Since Sandra only has one vmNIC in this system she decides she will turn on RSS in the VM to get spreading for processing through the vmSwitch. Since vRSS is disabled by default, Sandra enables RSS using PowerShell cmdlets.

There are 4 steps you should take before implementing Virtual Receive-side scaling:

Verify that the network adapter is VMQ capable and has a link speed of = 10G. If the link speed is less than 10G, VMQ is disabled by default by the vmSwitch even though it will still show as enabled in the PowerShell cmdlet, Get-NetAdapterVmq. One way to verify that VMQ is disabled is to use the cmdlet, Get-NetAdapterVmqQueue. This will show that there is not a QueueID assigned to the VM or host vNIC

Verify that VMQ is enabled on the host machine. Virtual Receive-side scaling will not work if the host does not support VMQ. You can check this by running Get-VMSwitch and finding the adapter that the vmSwitch is using. Next, run Get-NetAdapterVmq and ensure that the adapter is shown in the results and has VMQ enabled.

Verify that an SRIOV Virtual Function (VF) driver is not attached to the VM network interface. This can be done using the Get-NetAdapterSriov cmdlet. If a VF driver is loaded, Receive-side scaling will use the scaling settings from this driver instead of those configured by Virtual Receive-side scaling. If the VF driver does not support Receive-side scaling then Virtual Receive-side scaling is disabled.

If you are using LBFO (NIC Teaming), it is essential that VMQ be properly configured to work with the LBFO settings. For detailed information about LBFO deployment and management, see NIC Teaming Configuration and Management .

Virtual Receive-side scaling can be enabled using PowerShell or with Device Manager:

To enable Virtual Receive-side scaling using Device Manager

On the virtual machine, open Device Manager (In Settings click Control Panel. and then click Device Manager ).

Expand Network adapters. right-click the network adapter you want to work with, and then click Properties .

On the Advanced tab in the network adapter properties, locate the setting for Receive-side scaling and make sure it is enabled.

Virtual Receive-side scaling settings in the virtual machine are configured using Set-NetAdapterRss. which is the same command used for native RSS. You can view and configure the settings of the virtual machine by using the cmdlet, Get-NetAdapterRSS. A portion of the PowerShell help for the cmdlet is below, and a full description of the cmdlets that lists all the configurable settings and expected types can be found on TechNet at Set-NetAdapterRss .

Setting the profile inside the virtual machine will not impact the scheduling of the work. The hypervisor makes all the scheduling decisions and ignores the profile inside the virtual machine.

Virtual Receive-side scaling is on, but how do I know if it is working?

You’ll be able to tell Virtual Receive-side scaling is working by opening the task manager in your virtual machine and viewing the virtual processor utilization. If there are multiple connections established to the virtual machine, you will see more than one core above 0% utilization.

The same holds true for the host. Virtual Receive-side scaling made changes to the VMQ algorithm to expand virtual machine processing to more than 1 core for vmSwitch processing. If a single core reaches 80% utilization, you should see the traffic start to expand to multiple cores.

Are there any perfmon counters I can check?

In Perfmon. there are three counters that can help you evaluate Virtual Receive-side scaling. Once in Perfmon. right click on the graph and click Add Counters …. Click the Hyper-V Virtual Switch Processor category and the counters are under:

Number of VMQs – The number of VMQ processors on affinitized to that processor

Packets from External – Packets indicated to a processor from any external NIC

Packets from Internal – Packets indicated to a processor from any internal interfaces, ie vNIC (Host NIC), vmNIC.

I’m looking at the host and not all of the processors are being used. It looks like every other one is being skipped.

Check to see if hyper threading is enabled. VMQ and Virtual Receive-side scaling are both designed to skip hyper threaded cores.

Medium- to large-sized businesses have long used private branch exchange (PBX) switchboards to route incoming calls from a number of external lines among a larger number of internal lines. This saves money because there’s no need to have a separate line for every employee, and makes line sharing more efficient. Most systems in use today are technically PABX, which means the call routing is automated, rather than dependent on a human switchboard operator.

According to an article by Robert Poe in VoIP News . major research firms reported that a majority of PBX systems sold in the first quarter of 2006 were IP-based. Slowly but surely, companies are moving away from traditional PBXs to IP PBX solutions.

How IP PBX works

To the end user, the IP version of PBX is essentially the same. Under the hood, though, there’s a big difference. The heart of the system is the IP PBX server, which works somewhat like a proxy server. With a Session Initiation Protocol (SIP)-based system, the VoIP clients register their SIP addresses with the server, which maintains a database of all the clients and their addresses. (The VoIP clients can be soft phone software installed on a computer or self-contained hard phone devices.)

When a user places a call, the PBX server recognizes whether it’s an internal or external call. Internal calls route to the SIP address of the phone or user receiving the call. External calls route to the VoIP gateway.

The company may have its own VoIP gateway incorporated into the system, or use the gateway of a VoIP service provider. The purpose of the gateway is to link an IP system with the PSTN. VoIP gateways can connect either to analog phone lines or to digital lines (ISDN or standard multiplex T-carrier lines).

The gateway device can take the form of a dedicated appliance, or as an expansion card in the server. Like other gateway devices, it has two or more ports to allow it to span multiple networks. In this case, one connection is to the IP network and one is to the PSTN. A virtual PBX refers to a card and PBX software installed on an existing PC.

Traditional PSTN PBX lines connect to the VoIP network (or to the Internet) using an FSX gateway. Or, going in the other direction, PSTN phone lines may connect to an IP PBX with a foreign exchange office (FXO) gateway.

IP Centrex is a service model whereby the VoIP provider owns and hosts the PBX equipment. Hosted IP PBX solutions are turnkey solutions that don’t require organizations to have personnel on staff capable of managing the system.

Advantages of IP PBX

Along with the cost savings of VoIP, users can get some extra features with IP PBX that don’t typically come with a traditional PBX system. PBX systems support caller ID, three-way calling, call forwarding, voice mail, and similar features that business phone users take for granted. The nice thing about IP-based systems is that users’ voice mail messages can be forwarded to their e-mail inboxes, so they not only get instant notification that a call has come in, but can also play the messages from their computers or handheld devices.

Other sophisticated automated features are available, too. “Smart” systems can be set up to route calls differently depending on the caller ID information. Thus, a user could have calls from his or her boss forwarded directly to a cell phone, while calls from that pesky sales rep automatically go to voice mail.

Businesses also find the monitoring and reporting capabilities of IP systems useful in maintaining an audit trail and keeping up with costs. The system can track usage by phone number/SIP address, monitor performance information and Quality of Service (QoS), and detect security breaches.

Why not IP PBX?

What are the disadvantages of transitioning to an IP-based PBX system? There can be a large upfront cost. In addition to the IP PBX hardware and/or software, IP phones may need to replace traditional handsets—or adapters used to allow them on the VoIP network.

Even worse, if the IP network is an outdated one, an upgrade to the entire network may be necessary to support high quality voice transmissions, which require more bandwidth than many data transmissions.

Finally, implementing an IP PBX system on-site (as opposed to using a hosted service) requires personnel with knowledge and experience in VoIP. It’s an IT specialty area with which many systems administrators are unfamiliar.

IP PBX vendors

There are hundreds of vendors who make IP PBX equipment. This list just provides a sampling and is by no means conclusive:

It uses a SIP protocol to connect to VoIP hard phones or soft phone clients, and is especially good for small- to medium-sized businesses on a budget.
